The Department of Public Safety Communications and Emergency Management (PSCEM) is hiring an Emergency Communications Training Coordinator for the Emergency Communications Center (ECC) . The ECC provides assistance to the public by receiving and processing 9-1-1 emergency and non-emergency calls and dispatching police, fire, and emergency medical service units in a prompt, efficient, courteous, and professional manner.
The Emergency Communications Training Coordinator delivers training programs for Public Safety Telecommunicators (PSTs), assists with career development initiatives for new and current employees in the ECC, supports performance management initiatives, and serves as a liaison between the ECC and other public safety partners. The position reports directly to the ECC Operations Manager while collaborating with public safety training partners, APCO International, the International Academies of Emergency Dispatch (IAED), and other regional and state training organizations.

Specific duties:
- Executes basic, in-service, remedial, and continuing education training programs for ECC personnel, including the ECC Basic Training Academy and employee development initiatives;
- Trains and certifies ECC personnel in mandatory certification programs including criminal justice systems, emergency dispatch protocols, technical systems, and complex call-taking and dispatch procedures;
- Serves as the agency subject matter expert for EMD, EFD, EPD, and ProQA protocols;
- Ensures compliance with all IAED standards;
- Develops, updates, and maintains lesson plans, training materials, manuals, and curriculum;
- Oversees the Communications Training Officer (CTO) Program and ensures designated CTOs maintain eligibility requirements and instructional standards; and
- Maintains training records and prepares reports related to employee development, certifications, and training compliance.
The ideal candidate will have experience:
- In emergency communications with proven organizational and leadership skills;
- Mentoring and providing training to inspire others; and/or
- Bringing a passion for public service to support a team.
Minimums:
- High School Diploma, GED or Equivalent; and
- Considerable experience providing the full range of a primary public safety answering point including delivery of call-taking, teletype, police and/or fire dispatch services. Some experience providing training, mentoring, or supervising preferred.
Licenses/Certifications:

- Virginia Department of Criminal Justice Services (DCJS) Basic Dispatch Certification
- Cardiopulmonary Resuscitation (CPR)/Automated External Defibrillation (AED) Instructor within 90 days of hire
- Virginia Criminal Information Network (VCIN)
- National Crime Information Center (NCIC)
- Commonwealth of Virginia DCJS Basic Communications School, within 90 days of hire
- National Incident Management System 100, within 90 days of hire
- National Incident Management System 700, within 90 days of hire
- Association of Public Safety Communications Officials (APCO) CTO Instructor, within 90 days of hire
Desirables: Preference may be given to candidates with one or more of the following:
- IAED Emergency Medical Dispatch (EMD)
- IAED Emergency Fire Dispatcher (EMD)
- IAED Emergency Police Dispatcher (EPD)
- IAED ProQA Call Handling Software
- APCO or NENA certification in supervisory, managerial or leadership programs

ADDITIONAL INFORMATION
- Work Hours: Monday - Friday, 8:00 a.m. to 5:00 p.m. This position is eligible for limited teleworking based on the needs of the department. This is not a full-time remote opportunity;
- The selected candidate will be required to remain flexible to respond to emergency situations, including nights, weekends, and holidays. The selected candidate will also be required to be available for emergency situations 24 hours a day.
