DYS is the juvenile corrections system for the state of Ohio. DYS is statutorily mandated to confine felony offenders, ages 10-21, who have been adjudicated and committed by one of Ohio's 88 county juvenile courts. During their stay with DYS, youth are engaged in programming that is designed to address their criminological and behavioral needs. DYS reaches thousands of youth in facilities and those on parole.

DYS is seeking a Human Services Program Administrator 2 (Unit Manager Administrator) to oversee facility behavioral healthcare functions. The ideal candidate will be a strong leader with a solid background and a passion to habilitate youth.
Specifically, the Human Services Program Administrator (Unit Manager Administrator) will:
Under the administrative direction of the Deputy Superintendent of Direct Services, monitors & provides support to all living unit programming, security, & custody activities at Circleville Juvenile Correctional Facility; coordinates overall Unit Management Process by supervising all Unit Managers within the facility; monitors & evaluates efficiency of youth security classification process within the Facility; meets regularly with Operations Administrator (OA), to address & resolve Unit Management & security issues; meets regularly with Social Work Supervisor to address & resolve issues related to individual unit social workers; makes regular rounds on each unit w/each Unit Manager; meets with department heads as necessary to assure support for Unit Management.
Observes & evaluates interdisciplinary treatment teams & makes recommendations in accordance with the Unit Management concept; monitors performance of units in comparison to stated & established unit objectives; monitors safety issues, youth accountability, & staff involvement under the Unit Management structure; complete Unit Managers performance evaluations & assistance in hiring for the Unit Manager position; develops & utilizes audit tool to assess all aspects of the Unit Management process in accordance with the Unit Management Manual, Manage By Measurement (MBM) model, & each unit description; monitors & reviews DYS Activity Management System (AMS) to determine trends & follow-up on major incidents within each unit; verifies key measurement points for accuracy on a monthly basis in written form; conducts formal &/or informal interviews & investigations as assigned.
Assists in development & delivery of employee training (e.g., in-service, pre-service, annual mandatory, etc.); schedules & conducts monthly meetings with the Unit Managers & coordinates quarterly interdisciplinary meetings with all members of the Interdisciplinary Team; provides direction, training, & technical guidance to Unit Managers & other staff assigned to the living units; continually maintains & updates knowledge & application of American Correctional Association (ACA) audit requirements, Performance Based Standards (PBS), & Facility Improvement Plans (FIP); assures that all living units meet or exceed ACA standards for juvenile correctional facilities.
Performs other administrative duties as assigned (e.g., attends meetings, presents information to audiences, formulates correspondence & responds to inquiries from DYS & other public officials, interviews job applicants, assigns staff to special projects, monitors implementation of SMP's, approves & monitors unit expenditures in compliance with established guidelines).

Completion of undergraduate core program in social or behavioral science, pre-medicine or public or business administration or accounting; 18 mos. exp. in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider or review of such services for cost containment/budget planning; 6 mos. exp. in supervisory principles/techniques.

The final candidate selected for this position will be required to undergo a criminal background check and pre-employment drug screening. All new candidates hired to the Department of Youth Services must complete a mandatory 6 weeks of training. Week 1 is held at CJCF, weeks 2 through 4 are held at DYS Training Academy in Orient, Ohio, Monday through Thursday, 7:00 am - 5:00 pm. Weeks 5 - 6 are on the job training held at CJCF.
