The mechanical Equipment & Systems Engineering department is part of the Engineering discipline Department in Steam Power Projects organization.

It ensures that the Engineering Functions deliver the mechanical equipment & systems in compliance with the Arabelle Solutions, Project, Regulations, Codes and Standards, Contract and Country requirements.

It applies to all projects in execution in Nuclear New Built business.

Responsibilities

The Mechanical engineering equipment engineer is to ensure the technical management of subcontracted equipment packages generally associated with the assigned specialized group within the Mechanical Equipment & Systems Engineering Department and shall:

 

• Ensure compliance with the Quality and EHS rules from the business, sector and corporate within his/ her area of responsibility.

• Comply with the requirements of the processes, procedures, design rules and application of tools as defined in the process maps and related instructions.

• Ensure a coordinated approach in all areas with the other Engineering Functions.

• Support the Sub-discipline Leader in the planning and implementation of Supplier qualification audits and liaise with the Sub-discipline Leader and Mechanical Lead Engineer to complete the Supplier rating during execution.

 

Specific to the Equipment Engineering Function

• The Equipment Engineer is responsible for the on-time, correct and complete delivery of the engineering interfaces and associated documentation for the equipment packages assigned to them by his/ her Sub-discipline Leader according to the Project Contract, Arabelle Solutions technical rules, Division of Work (DOW) & scope, Engineering Procurement Plan (EPP), Master Time Schedule and Project Cost Data Base (PCDB) within budget. The main activities include:

• The preparation of the Technical specification and supporting documentation for the required equipment to meet the contractual requirements (through Requirement Management activity if applicable) and expected performances of the Project Contract, review and technical-economic analysis of supplier offers, finalisation with the supplier of the technical contract.

• On placement of the order, supplier follow-up including co-ordination of all technical interface documentation to meet the contract schedule from project hand over by the Tendering Team until take over by the Client/ Service Department and/ or Operation and maintenance manual (OMM) Organisation.

• Managing the supplier documentation deliverables, utilising the designated document management system. Ensuring with the Mechanical Lead Engineer that the document deliverable dates match to the contract time schedules and the agreed contractual document turnaround time is met.

• Ensuring that supplier is compliant with Contractual requirements through Requirement Management activity (during whole lifecycle and when applicable).

• Managing the Technical interface with the supplier co-ordinating with all the internal functions (e.g. Civil design, arrangement, process, electrical, I&C, construction, quality etc...) and partners (e.g. Product Lines and Consortium partners). Implementing and managing design freezes for the each technical interface.

• Supporting the Mechanical Lead Engineer and the Project team in technical discussions/ submissions to the client and relevant authorities related to his/ her scope.

• The Equipment Engineer shall provide full and timely support for all Project site construction and commissioning staff; in particular in the close-out punch lists to obtain PAC and FAC with the Customers, resolution of NCRs etc…

• Managing the experience feedback for the activities within their scope of responsibility, including participating in 8D investigations raised on the projects and proposing revisions of the reference documentation assigned to the group.

• Recording on a weekly basis the man-hour spent broken down and detailed as defined by their Sub-discipline Leader. Identifying and explaining overspends. Obtaining approval to proceed from their Sub-discipline Leader of any requests for support from any other function.

• Supporting their Sub-discipline Leader with all the tasks necessary to ensure the running of an efficient and effective group.

• Identifying to his/ her Sub-discipline Leader ways to improve the processes, reducing costs and timescales.

• Provide the requested support to Tender Engineering for the equipment packages under his/ her responsibility including specialist input to tenders and Client questions/ clarifications.

• Maintain and update the standard reference documentation within the scope of responsibility of the group assigned by his/ her Sub-discipline Leader.

• Participate in technical development and cost reduction processes, supporting NPI activities for the equipment packages under his/ her responsibility.

• Provide support to other groups within the Mechanical Equipment & Systems Engineering Department as requested by his/ her Sub-discipline Leader.

• On projects, make conceptual design of systems and issue related documentation (e.g. design notes, concept documents) for packages where these activities are in the responsibility of the group specialism.

• The Equipment Engineer will need to develop for the equipment associated with their specific group within the Mechanical Equipment & Systems Engineering Department a working knowledge of:

• The different technologies associated with this equipment/ system with the extent and limits of their application and provide comparison reports as required.

• The application of the design codes for the various components (e.g. EN, AD, ASME, EPRI etc…) particularly related to equipment sizing, performance and mechanical integrity.

• Operating principals including limitations related to mechanical integrity design and lifetime of the equipment.

• Mechanical/ Chemical processes and technical/ technology limits. Optimisation of process design for manufacture.

• Material selection for the various applications.

• Pre-assembly and transportation constraints on manufacture and specifically site assembly of the equipment as a result of these constraints.

• Erection/ commissioning of the equipment/ systems.

• Special studies associated with the validation/ justification of the equipment/ system design.

 

Authority

The Mechanical Engineering Equipment Engineer reports to the Mechanical Equipment & Systems Engineering Sub-discipline Leader.

Area(s) where the position holder is the decision maker:

• Day to day Technical Management of the subcontracted package within the agreed overall constraints identified by his/ her Sub-discipline Leader and Mechanical Lead Engineer.

• Right to propose and agree technical solutions with his/ her Sub-discipline Group Leader.

 

Area(s) where the position holder provides recommendations:

• To define and recommend to his/ her Sub-discipline Leader the resources needs to support the execution of his/ her work. Identifying training needs to maintain and improve his/ her technical competence.

 

Key Performance Indicators

The performance of the Equipment Engineer is measured against:

• The successful execution of the project related with his/ her equipment package technical subcontract management in term of on-time delivery, quality and engineering budget.

• The successful coordination with other functions e.g. engineering teams, Civil Engineering, site Construction team and the successful coordination of the engineering performed with other Engineering Centres/ Consultants or external Design Offices.

• On-time delivery and to an acceptable quality of the standard reference documents under his/ her responsibility.

 

Further Objectives, Targets and Performance Measurements are defined on a yearly basis.

• Working knowledge of operation of IT data processing (Spreadsheet, graphs, graphic representations, office etc...).

• Needs to understand how to manage and work with engineering specialists and consultants covering their technical scope.

• Needs to be able to develop a good and effective working relationship with engineers in other engineering disciplines, purchasing and supplier monitoring.
