POSITION SUMMARY
Northern New Mexico Integrated Security, located in beautiful northern New Mexico, provides a professional, highly trained protective force that safely secures special nuclear material, people and other critical assets for the Department of Energy, the National Nuclear Security Administration, and the Los Alamos National Laboratory. The Environmental Safety & Health (ES&H) Specialist is responsible for planning developing, implementing and maintaining plans, policies, procedures and programs necessary to maintain a safe and healthy environment for Northern New Mexico Integrated Security (N2MIS), subcontracted employees, the public and the environment. The Specialist will assist the Environmental Safety and Health Director (Director) responding to issues, conducting inspections, assessments, appraisals, employee training, surveys and accident investigations. These activities may require fieldwork and the development of new ideas and approaches to stimulate safety awareness. The ES&H Specialist ensures work is executed in accordance with Integrated Safety Management (ISM) and Integrated Safeguards and Security management (ISSM) functions and principles and complies with the requirement of 10 CFR 851, Worker Safety and Health Program (WSHP). The position requires the use of various tools, sampling instruments and great attention to detail is critical. The ES&H Specialist should be able to make independent evaluations with the ability to develop and implement collaborative solutions.
RESPONSIBILITIES
- Ability to research, understand and maintain compliance with the requirements of DOE Worker Safety & Health 10 CFR 851, OSHA General Industry 29 CFR 1910, OSHA Recordkeeping 29 CFR 1904, DOT Hazardous Materials Regulations 49 CFR, and EPA 40 CFR as applicable.
- Analyze activities and projects for ES&H hazards and develop/implement appropriate controls.
- Assist with accident and injury/illness investigations, reporting, and tracking.
- Collect, analyze, maintain and report safety performance indicator data for ES&H program activities.
- Coordinate with Occupational Medicine, track injury related restrictions and Worker Compensation cases, and maintain OSHA logs.
- Assist in the administration of the Hearing Conservation, Sight Conservation, Motor Vehicle Safety, Firearms/Explosives Safety, Radiation Dosimetry, and Chemical and Hazardous Substances Program for N2MIS.
- Revise/Update/Maintain ES&H Document library and manage annual revision calendar.
- Conduct ES&H Assessments and Inspections.
- Coordinate Industrial Hygiene Testing.
- Provide Environment, Safety and Health Training.
QUALIFICATIONS
Required Education and Experience:
- Work is performed onsite. Position is not remote.
- High school diploma or equivalent.
- Minimum of four (4) years of experience in ES&H; or Bachelor’s degree or Master’s Degree a related field (i.e. Occupational Safety and Health, Industrial Hygiene, Risk Management, Environmental Health & Safety Management, Ergonomics and Safety).
- Currently have, or be able to obtain and maintain, a Department of Energy (DOE) Q level security clearance. Obtaining this clearance requires US citizenship except in extremely rare circumstances.
- Ability to obtain and maintain a valid NM driver’s license.
- Certification in Occupational Safety and Health.
- Working knowledge and ability to apply Occupational Safety and Health Administration (OSHA) and Department of Energy (DOE) safety and health standards.
- Strong verbal and written skills and proficiency in all Microsoft Office suite programs required. Includes strong skills in interpersonal communication and public speaking.
- Knowledge of/Competency in investigative and technical writing techniques.
- Work is performed in an office setting and in the field in various conditions, including inclement weather, and uneven walking surfaces.
- Physical demands of this position vary from situation to situation.
- Physical work demands are considered medium with lifting requirements up to 50 pounds.
- Must have visual acuity to make general observations of facilities, structures or personnel.
- May be subject to hazards including moving vehicles. Requires intermittent standing, walking, sitting, squatting, stretching and bending throughout the workday.
Desired Education and Experience (Considered a Plus):
- Bachelor’s or Master’s Degree in related field.
- Certified Occupational Safety Specialist (COSS).
- Any BCSP Occupational Safety and Health Certification.
- Previous experience with tactical firearms training.
- Previous experience in DOE Protective Forces, Armed Forces, Police, or Fire Department Health and Safety/Training.
