Jacobs is a leading design firm focused on solving critical problems for cities and environments. The role involves serving as a senior engineering authority for telecommunications and ICT systems in data centers, overseeing design, construction, and commissioning processes.
Responsibilities:
- Sign and seal telecommunications design packages, field change directives (FCDs), and as-built drawings as PE of record — with reciprocal licensure maintained in applicable project states
- Lead detailed ICT infrastructure engineering structured cabling (OM4/OM5, OS2 fiber, copper horizontal), OSP fiber routing, rack layouts, DAS, CCTV, and access control — meeting BICSI TDMM, ANSI/TIA, and NEC standards
- Provide technical governance for telecom deliverables produced by design partners and GID teammates; direct BIM coordination and clash resolution for conduit and cable pathway infrastructure
- Conduct site visits and issue field engineering determinations under PE authority — without routing through a remote engineer of record — to sustain program velocity
- Direct and oversee on-site installation by low-voltage subcontractors fiber splicing and testing, copper termination, rack-and-stack, cabling certification, OSP conduit, network circuit turn-up, and DAS/security integration
- Own the change order process for telecommunications scope — evaluate contractor requests, assess cost and schedule impact, and negotiate with subcontractors and the GC with authority to approve, deny, or escalate
- Track telecommunications milestones from IFC drawing release through commissioning and IT-readiness handover; conduct site quality inspections; issue NCRs with corrective action directives
- Coordinate telecommunications scope across MEP, structural, and civil disciplines — managing shared conduit routing, cable tray conflicts, and BIM clash resolution
- Lead telecommunications commissioning programs through pre-commissioning, IST, network circuit turn-up, and IT-readiness handover; manage FAT/SAT programs and deliver signed/sealed as-built packages
- Prepare technical requisitions, evaluate vendor bids, qualify suppliers against BICSI and owner standards, and coordinate procurement logistics for hyperscale deployments where lead times affect construction milestones
- Represent Jacobs' telecommunications engineering authority in owner technical governance sessions, GC coordination meetings, and AHJ engagements; contribute to RFP responses and client pursuit presentations
Requirements:
- PE Licensure (Required). Active Electrical PE in at least one U.S. state; NCEES record maintained for reciprocal licensure in project states. PE is a condition of employment — candidates without active licensure will not be advanced
- Experience. 15+ years of professional telecommunications engineering experience, with 5+ years delivering mission-critical data center, hyperscale, or advanced technology programs in an EPC, Design-Build, or EPCM environment. The combination of licensed design authority and active construction delivery experience is required
- Construction Delivery. Demonstrated subcontractor oversight, change order management, NCR issuance, site quality inspection, and commissioning or IST leadership on mission-critical ICT programs
- Telecom Design Proficiency. Structured cabling, OSP fiber, DAS, CCTV, and access control design; advanced working knowledge of NFPA 70 (2023), Chapters 1-8, with specific proficiency in Chapter 3 (Writing Methods and Materials, Chapter 7 (Special Conditions, including Article 770, Optical Fiber Cables and Raceways), and Chapter 8 (Communications Systems, Articles 800-840, noting Chapter 8's self-governing scope relative to Chapters 1-7); BICSI TDMM, ANSI/TIA-569-E, ANSTI/TIA-606-C, ANSI/TIA-607C, ANSI/TIA-758 series, ANSI/TIA 942-B
- Tools. Revit MEP or AutoCAD for design packages; Bluebeam for markup, review, and field documentation; familiarity with BIM 360 or Autodesk Construction Cloud
- Education. Bachelor's degree in electrical engineering, Telecommunications Engineering, or Computer Engineering from an ABET-accredited institution. Masters preferred
- Travel. 25–50% travel to project sites and client locations depending on program phase and commissioning schedule. On-call availability for active commissioning programs and time-sensitive field engineering decisions
- Experience delivering telecommunications infrastructure for hyperscale or colocation DC programs with major cloud platform clients — Microsoft, Google, Meta, Amazon, or Equinix
- Familiarity with AI factory ICT infrastructure InfiniBand fabric, 400G/800G optical interconnect, NVIDIA NVLink, and high-density fiber management for GPU cluster environments
- FAT/SAT commissioning experience for mission-critical ICT systems, including structured cabling certification, network circuit turn-up, and integrated systems testing on DC programs
- PMP certification and experience managing telecommunications project cost and schedule on EPC programs with values exceeding $10M
- Active participation in BICSI, 7x24 Exchange, AFCOM, or DatacenterDynamics; published technical content or conference presentations in mission-critical ICT
