This position focuses on guiding user centered design efforts that improve Commonwealth services across platforms, channels, and programs. As a User Experience Designer, you will perform the following duties:

• Design Leadership: Lead UX design work for complex, multi-channel projects, focusing on clear deliverables and strong experience outcomes.
• Problem Identification: Identify and frame UX challenges and opportunities so they can be addressed through strong design craft and evidence.
• Design Strategy: Support UX approaches that shape how services function and feel, ensuring design activities align with user needs and project goals.
• Experience Evaluation: Conduct journey mapping, workflow modeling, wireframing, prototyping, and usability testing using established UX methods.
• Evidence Synthesis: Translate research findings into clear design artifacts that guide product, service, and program decisions.
• Stakeholder Alignment: Collaborate with partners and agencies to ensure user needs are understood and reflected in design solutions.

Work Schedule and Additional Information:

• Full-time employment
• Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with 30-minute lunch.
• Telework: You may have the opportunity to work from home (telework) part-time, up to three days per week. (availability two to three days per week to be in-office.) In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
• Headquarter location may be flexible depending on the selected candidate.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

• Ten years of professional information technology experience; or
• Six years of professional information technology experience and a bachelor’s degree; or
• An equivalent combination of experience and training.

Additional Requirements:

• You must have three or more years of experience creating UX deliverables such as wireframes, annotated mockups, journey maps, or service blueprints that clearly communicate interaction patterns.
• You must have three or more years of experience documenting design rationale, including key decisions, tradeoffs, and design assumptions.
• You must have two or more years of experience facilitating UX workshops, co-design sessions, or design critiques to drive cross-functional alignment.
• You must have two or more years of experience collaborating with cross-functional partners to refine requirements, validate feasibility, and support design handoff.
• You must have two or more years of experience using Figma to create UI designs, interactive prototypes, and user flows.
• You must be able to perform essential job functions.

Preferred Qualifications (not required):

• Experience designing for large, complex ecosystems such as government, healthcare, education, or enterprise environments
• Experience in service design, systems design, or multi-channel experience design
• Experience working within agile or hybrid delivery environments, including backlog refinement and release planning
