GFCD Transaction Monitoring Technology and Tuning VP

The GFCD Transaction Monitoring Technology and Tuning Vice President will support the Global Financial Crimes Division’s Transaction Monitoring program by combining ownership of Transaction Monitoring strategy, TM system implementation project oversight and execution, data analytics, tuning, optimization, and end-user stakeholder management. The VP will work across Financial Crimes Compliance, technology delivery teams, data teams, and regional stakeholders to help ensure Transaction Monitoring capabilities are well-designed, effectively implemented, and aligned to business, operational, and regulatory expectations.

Key Responsibilities

• Support the Transaction Monitoring strategy by helping define platform priorities, roadmap considerations, system capabilities, and business requirements.
• Partner with technology, data, operations, FIU, and regional compliance teams to translate risk, operational, and broad end-user needs into clear business requirements, testing expectations, and implementation documentation.
• Represent GFCD across the SDLC lifecycle as the primary liaison with the IT Division, including requirements review, design discussions, build/configuration coordination, testing, change control, implementation, and post-implementation validation.
• Conduct and coordinate data analytics to support scenario selection, design, tuning, optimization, segmentation, threshold analysis, alert generation, and ongoing performance monitoring.
• Own the TM models, algorithms, scenarios, rules, thresholds, segmentation, and related detection logic, including clear documentation of decisions, settings, assumptions, analysis performed, approvals, and rationale in line with regulatory expectations in the jurisdictions providing services.
• Engage end users and stakeholders to understand operational challenges, collect feedback, support adoption, and help ensure system enhancements are practical and usable.
• Prepare clear documentation and management updates covering implementation progress, tuning outcomes, data analysis, open issues, and recommended next steps.

Qualifications & Skills

• 8-12 years of progressive experience in Financial Crimes Compliance, Transaction Monitoring, compliance technology, model governance, data analytics, or a related field within a regulated financial institution.
• Demonstrable experience with Transaction Monitoring platforms, including NICE Actimize SAM or comparable systems such as SAS AML, Mantas, or similar platforms.
• Strong working knowledge of AML typologies, BSA/AML regulatory expectations, customer segmentation, scenario logic, threshold calibration, alert generation, and Transaction Monitoring control design.
• Proven experience designing, testing, tuning, validating, or governing BSA/AML models, scenarios, rules, thresholds, or related compliance detection logic.
• Strong quantitative and analytical skills, including statistical sampling, segmentation analysis, model performance testing, data profiling, and interpretation of large data sets.
• Technical proficiency with Python, SQL and equivalent tools.
• Experience with AI is preferred.
• Ability to translate regulatory, compliance, and operational requirements into clear business requirements, technical specifications, controls, and documentation.
• Experience leading cross-functional initiatives with compliance, technology, data, operations, audit, and senior management stakeholders.
• Bachelor’s degree in statistics, mathematics, quantitative analysis, economics, computer science, information systems, data science, technology, or a related field is required; advanced degree preferred.

Preferred Qualifications

• CAMS or comparable Financial Crimes Compliance certification.
• Experience presenting Transaction Monitoring strategy, tuning outcomes, issue remediation, or platform governance to senior executives, compliance committees, internal audit, or regulatory examiners.
• Experience with cloud-based deployment, data platforms, or integration of compliance technology capabilities across enterprise systems.
• Familiarity with advanced analytics or machine learning techniques used in financial crime detection, including classification testing, fuzzy matching, decision trees, supervised or unsupervised learning, or neural networks.
