Leads technical and professional employees performing high-level, professional or consultative work requiring highly specialized program or project management knowledge. Work involves the establishment of objectives, guidelines, procedures, schedules, priorities and/or methods for achieving program, project or operational goals and activities on behalf of the Transportation Programs division. Work requires extensive contact with high-level executives and governmental agencies. Serves as a Lead Worker. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

• Oversees studies and analysis of problems.
• Oversees the development and implementation of effective techniques for evaluating agency or district programs.
• Oversees the development of contract requirements or specifications in support of programs or projects.
• Oversees the evaluation, interpretation and dissemination of legislative information and/or preparation of operational
  and financial impact analyses of legislative proposals.
• Oversees the preparation of administrative reports, studies and specialized research projects.
• Performs budget-related review, planning and development activities.
• Performs or directs site visits to discuss various management issues.
• Presents information on various programs, projects and activities at public and professional meetings, seminars and
  conferences.
• Provides leadership to programs, projects and committees.
• Represents the Department at facilities management/acquisition activities, business meetings, legislative sessions,
  conferences, seminars or committees.
• Represents the Department on interagency groups, technical committees or special task force groups.
• Research, plans, coordinates and develops programs, projects, activities or procedures to increase productivity,
  efficiency and streamline operations.
• Serves as a liaison and division contact in area of expertise and represents division at state and local level.
• Serves as point of contact and/or liaison for programs or special projects with other departmental staff, governmental
  entities and/or the public.
• Updates managers on program or project goal initiatives and achievements.
• Manages Organizational Change Management initiatives for assigned applications and business process improvement
  initiatives.
• Develops and implements organizational change management efforts
• Serves as a lead worker to TxDOT employees by serving as a resource for complex questions and providing technical
  training; providing input on employees’ career conversations; approving employees’ leave requests to ensure operations coverage;
  and presenting workflow and operational updates to the supervisor/manager.
• Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience: 5 years experience in staff administration, business analysis, project or program administration. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

Preferred Qualifications:

• Project Management certification

• Business Management, Business Administration, Project Management, or Operations Management are all preferred degrees
