Position Summary:
The specialist will be responsible for assisting EPAL in managing the water supply network in Luanda Province (11,000 km), with a particular focus on the Luanda water supply network and the distribution network in pilot areas.
They will ensure knowledge transfer to the EPAL team using the WIKTI methodology, through training and technical assistance covering network operation, leak detection and repair, the installation and repair of connections, and the installation and repair of fittings.
He will be responsible for implementing measures to optimize network management using a dedicated budget for the installation of valves, flow meters and pressure sensors.
They will collaborate on improving the GIS and the hydraulic model, as well as on the installation of the SCADA system for the water supply network, in collaboration with specialist experts from SUEZ.
They will also work with the customer service expert on initiatives aimed at improving the billing and collection of water charges.
Their main objective will be to calculate non-revenue water (NRW) losses in the pilot areas and reduce them by 30% over the duration of the contract through sectorization and leak repair, to optimize the management of intermittent distribution, and to strengthen the capacity of EPAL’s teams to manage the network effectively.
Responsibilities and duties:
§ Identify the networks (mapping, operation).
§ Assess the condition of the water networks and their current operation.
§ Set reasonable improvement targets for the duration of the contract
§ Manage a team of 5 people recruited for the project (network supervisors) and 20 people seconded by EPAL.
§ Coordinate leak detection and repair activities, organize and plan the necessary resources.
§ Collaborate with the water supply monitoring expert on the installation of metering equipment and remote data transmission systems
§ Work with the customer service specialist to carry out joint initiatives aimed at improving billing and debt recovery.
§ Work with the hydraulic engineering specialist to improve the GIS and implement a hydraulic model.
§ Participate in the development and discussion of indicators to measure improvements in water network management.
§ Propose and implement solutions aimed at reducing leaks and improving asset management.
§ Improve health and safety practices within their area of responsibility.
§ Implement WIKTI within their area of activity as a methodology for knowledge transfer, identifying training needs and regularly assessing EPAL’s level of maturity in the field of water production.
§ Implement a solution for scheduling and recording work on the water network.
§ Utilize the technical assistance provided by SUEZ in line with requirements and the available budget.
§ Calculate indicator values and communicate them internally and to EPAL.
§ Report on their activities internally and to EPAL.
§ Contribute to the drafting of monthly activity reports.
§ Ensure that the company’s interests are protected and that confidential information and documents are not disclosed to third parties.
§ Manages the relationship with the partner company in their area of responsibility in a balanced manner, with a view to achieving the shared objective of the project’s success.
