Oversees the Transportation Operations function for a district's highways and facilities in accordance with Department standards. Reporting directly to the District Engineer, manages a group of professional, technical and administrative employees and may oversee district wide construction contract work concerning transportation operations. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Represents the Department of Municipal Planning Organizations.
Responsible for construction contract work involving transportation operations activities.
Responsible for determining the need for, and developing plans, specifications and estimates for transportation management systems and Intelligent Transportation System (ITS).
Responsible for determining the need for, and developing plans, specifications and estimates for transportation projects including signs, traffic signals, illumination, turn lanes, speed zones, school zones, pavement markings.
Responsible for Incident Management.
Responsible for Railroad Programs.
Responsible for Striping Operations.
Responsible for the design, construction, inspection, operation and maintenance of a single or multi-agency ITS Operations Center.
Responsible for the Radio Shop.
Responsible for Traffic Engineering.
Responsible for Traffic Safety.
Responsible for Traffic Systems Management.
Serves on research projects or committees and represents the district at state and local levels.
Testifies at administrative and court hearings.
Performs other job responsibilities as assigned.
Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Related graduate level education may be substituted for experience on a year per year basis.
7 years of experience in transportation engineering in the construction of highways, bridges or structures. (Experience can be satisfied by full time or prorated part time equivalent). Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for
supervisory/managerial experience.
Mandatory: Valid driver’s license. This position requires driving a state vehicle.

*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
