Summary

Non-exempt (compensatory and/or overtime eligible; additional compensation to include: uniform and safety shoe allowance, County-issued tooll and PPE, available trade schooling through partnership with HCC/John Barr Construction Institute, paid HVAC training with assorted manufacturers, CDL training); full-time; 40 hours per week; Monday- Friday; 7:30 a.m. – 4:00 p.m.; full benefits

The Maintenance Technician II assists in the maintenance, repair, and installation of HVAC, plumbing, electrical, and related building systems across County facilities. Work is normally performed under the guidance of experienced technicians and includes learning established trade practices, developing troubleshooting skills, and supporting preventive maintenance and renovation activities. The apprentice receives training, follows instructions and technical guidance from a higher-level Maintenance Technician. Supervision is received from Maintenance Technician Supervisor.

Examples of duties

• Assist with the repair, and installation of HVAC or plumbing and the related building systems across County facilities
• Assist with diagnose and troubleshoot system malfunctions, help to determine appropriate corrective actions, and assist with repairs with limited supervision
• Assist with routine and preventive maintenance on building systems and equipment to ensure safe and efficient operation
• Review work orders, blueprints, specifications, and technical manuals to complete assigned tasks accurately
• Assist with renovation and improvement projects, including electrical, plumbing, HVAC, carpentry, painting, and general construction tasks
• Maintain records of maintenance activities, repairs, and materials used, ensuring accurate documentation
• Maintain inventory of tools, equipment, and materials to support ongoing maintenance operations
• Prioritize assigned work tasks to meet operational needs and timelines
• Ensure compliance with safety procedures, building codes, and applicable regulations while performing all work
• Respond to maintenance issues and service requests, resolving problems that impact facility operations
• Assist or provide guidance to less experienced staff as needed, without formal supervisory responsibility
• Drive an automobile to transport tools, or materials between job sites
• Perform other related duties as required

Qualifications

• High school diploma or equivalent
• Minimum of 2 years of maintenance work experience in HVAC or Plumbing or completion of a 2-year Maryland apprenticeship program for HVAC or Plumbing
• Possession of a driver’s license

KNOWLEDGE/SKILLS/ABILITIES
A successful incumbent operating in this role displays the following:

• Ability to maintain County Authorized Driver privileges
• Ability to obtain current Maryland State Apprentice license in area of skilled traded within 90 days of hire, if applicable
• Ability to obtain current refrigerant Type II EPA or Universal EPA certification accepted by the State of MD within 90 days of hire (HVACR only)
• Ability or obtain current backflow certificate accepted by the State of MD within 90 days of hire (Plumbing only)
• Ability to follow verbal and written instructions from licensed mechanics, plumbers, or electricians
• Ability to learn and retain technical information through classroom and hands-on training
• Ability to work safely in confined spaces, varying weather conditions, and around energized or moving equipment
• Ability to read and interpret building plans and respond effectively to routine maintenance situations
• Knowledge of HVACR or plumbing system components and functions
• Knowledge of safety procedures, PPE use, and hazard recognition related to facility maintenance and construction
• Knowledge of tools, materials, and methods commonly used in the installation and repair of building systems
• Knowledge of blueprints, drawings, and system specifications
• Skill in using hand and power tools such as wrenches, meters, drills, pipe cutters, and similar trade tools
• Skill in following technical instructions, diagrams, plans, and manufacturer specifications
• Skill in performing basic measurements, calculations, and inspections related to system maintenance
• Skill in troubleshooting basic HVACR or plumbing issues under supervision

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
While working in this position, the employee is required to frequently walk, lift up to 50 pounds, and drive; occasionally sit, climb/ascend/descend, lift over 50 pounds, push up to and over 40 pounds, pull up to and over 40 pounds, reach and perform repetitive motion; and rarely stoop/kneel/crouch and crawl
While working in this position, the employee is required to constantly work indoors and walk on uneven ground; frequently work outdoors and in dirty/dusty environments; occasionally in hot/cold temperatures, in noisy environments, near chemicals/fumes and have potential exposure to infectious diseases; and rarely work in confined spaces, at heights, below ground level, near machinery and protective equipment required

Supplemental information

• Ability and willingness to carry County issued cell phone at all times (24/7) to respond to emergency calls and situations
• Available for varied working hours as needed and available for on call emergency situations
• This position is subject to assignment to a public safety complex.  Positions assigned to public safety complexes will be required to successfully pass a background investigation as determined by the Frederick County Sheriff’s Office.  Failure to pass the background investigation may result in termination of employment or revocation of the job offer.
• All current licenses must be maintained throughout employment and on file with the County and City for the purpose of obtaining permits for County work
