Summary

The County of Riverside’s Human Resources Temporary Assignment Program (TAP) is seeking a Temporary Environmental Health Technician I to support the Franchise Agreement Oversight Program in Riverside County. The department is looking for an individual with strong organizational, communication, and problem-solving skills who is committed to protecting public health and ensuring compliance with environmental regulations. 

The selected candidate will conduct inspections and investigations related to environmental health concerns, respond to public complaints regarding solid waste, prepare and maintain inspection reports, notices of violation, citations, and other regulatory documentation, educate the public on environmental health practices, and support the enforcement of environmental health codes and franchise agreement contracts throughout Riverside County.

Competitive candidates for this solid waste position will have an Associate of Science degree or a Bachelor of Science degree; Knowledge of the Importance of solid waste collections and disposal and recycling practices on public health and sustainability; general sanitation and environmental health principles and practices. The ability to learn and interpret, and apply solid waste rules, regulations and ordinances; communicate effectively both orally and in writing; maintain program reports and records and maps; follow written and verbal instructions; practice safe working practices and procedures

Examples of duties

• Conducts inspections and investigations to identify the presence of mosquitoes, rodents, and other vectors and selects the appropriate control measures.

• Prepares, compiles, and maintains vector breeding inventory maps and records; meets with property owners, environmental and community groups to prevent and control vectors; responds to citizen complaints and requests for vector control services.

• Writes notices of violation issues citations and completes investigation and inspection reports; operates and maintains a variety of specialized tools and equipment.

• Enforces environmental health codes and regulations pertaining to vector control; may assist in the inspection and enforcement of all Environmental Health Programs

• Responds to complaints from the public regarding solid waste and sewage.

• Consolidates hazardous materials for shipping, recycling and/or storage relating to household hazardous materials activities; performs sampling and sampling documentation regarding special investigations or at licensed facilities.

• May provide information and assistance to the public regarding environmental health or hazardous materials programs.

Qualifications

Education 
Completion of 12 semester/16 quarter units of college level coursework in biological sciences, chemistry, environmental health or hazardous materials.

OR

Experience
One year of experience conducting vector control, pest control, environmental health or hazardous materials inspections, investigations, or activities. 

Competitive candidates for this Vector Control Program position will have vector control district or pest control experience.

Other Requirements
Valid California Driver License: Class C

Independent body mobility to stand, climb stairs and ladders, walk on wet or uneven ground; upper body strength to reach and move items from high shelves; manual dexterity to hand-write and use personal computers; corrected vision to read standard text, labels, monitoring equipment display screens, and computer screens.; strength to move 55 gallon drums of materials (with drum dolly); strength to lift and carry tools, personal protection and test equipment; physical capability to wear personal protective equipment including cartridge respirator; during mosquito season, will lift and carry a backpack filled with product (25 lbs backpack weight without product).

Environmental Requirements
Will be required to work in an office and all types of field environments; be exposed to inclement weather conditions; come in contact with materials/waste including odors and fumes from various pesticides; ability to tolerate very hot and cold temperatures, walk or stand for extended periods of time with no rest, walk over rough terrain, work at heights higher than 10 feet, and bend or stoop repeatedly or continually over time; ability to use stomach and lower back to support the body when lifting.

Knowledge Of 
Importance of vector control on public health; insect breeding habits and control; basic biology and life cycles of common vectors; vector prevention and control methods; operation of vector control tools and equipment; pesticide laws and regulations related to the control of vectors and insects; general sanitation, and environmental health principles and practices. 

Ability To
Learn and interpret, and apply environmental health, and hazardous waste rules, regulations, and ordinances; communicate effectively both orally and in writing; operate and maintain specialized tools and equipment; mix chemicals and prepare traps according to established specifications and standards; maintain program field notes, records, and maps; identify and safely handle common household hazardous materials; compile and maintain basic statistical data; follow written and verbal instructions; practice safe working practices and procedures.
