Background
Lebanon continues to face complex and overlapping crises, including profound socioeconomic hardship, structural challenges, and the burden of hosting large refugee populations. Women and girls remain disproportionately affected by heightened risks of Gender-Based Violence (GBV) and reduced access to essential Sexual and Reproductive Health (SRH) services.
To respond to these critical needs, UNFPA Lebanon operates across the country in close collaboration with the government, local implementing partners, and key donors. Sustaining and scaling UNFPA’s life-saving interventions requires engaging a wider array of stakeholders. Effective strategic communication, partnership development, and evidence-based advocacy are vital to articulating UNFPA's value proposition, demonstrating impact, and securing the resources necessary to support vulnerable women and girls. To achieve this, UNFPA Lebanon is seeking a qualified National Individual Consultant for Impactful Partnership Communication on a part-time basis for 6 months to drive strategic relationship-building and resource generation across the country office's portfolio.
Scope of work
Working on a over 6 months, the consultant will carry out the following key tasks:
A. Dedicated Mustaqbali Khayari Joint Programme Communication & Visibility Plan
The consultant will be responsible for executing the C&V plan for the joint UNFPA-UNICEF programme funded by the Embassy of Sweden:
B. Partnership communication strategies
In addition to the Mustaqbali Khayari portfolio, the consultant will manage ongoing visibility and content generation for UNFPA Lebanon's communication strategies for partnerships and donors.
Duration and working schedule
Duration: 6 months (16 days a month).
Timeframe: Month 1 to Month 6
Place where services are to be delivered
Base: Beirut, Lebanon (UNFPA Lebanon Country Office ).
Field Travel: Occasional field visits to supported facilities (PHCs, SDCs, WGSSs) across Lebanon. UNFPA will support transportation (e.g., Tripoli, Akkar, Bekaa, South) for content collection and visibility monitoring.
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.)
All documents will be shared in English and/or Arabic in electronic format by the consultant with UNFPA to be reviewed by the technical team (up to 2 rounds of feedback).
Payments will be disbursed in three (3) tranches based on the endorsement of monthly deliverables:

• Delivery of 8 weekly AV donor posts (completing weekly commitment).
• 1 written Human Interest Story + 1 Impact Video produced.
• Materials produced to feed into the 16 days of Activism.
• Final Communication Impact & Analytics Report submitted.
• 1 donor engagement organized: field visit/briefing
Monitoring and progress control, including reporting requirements, periodicity format and deadline
Weekly alignment check-ins with the UNFPA Lebanon Communications Specialist and Head of programme on the partnership engagements.
Supervisory arrangements
Direct Supervisor is under the UNFPA Lebanon Communications Specialist, with a dotted line to the UNFPA Lebanon Head of Programmes.
Expected travel
Occasionally at field location within Lebanon
Required expertise, qualifications and competencies, including language requirements
Master's in Communications, Journalism, Public Relations, Digital Media, or related social sciences.
2. Experience
Experience conducting field visits and ethically collecting content from vulnerable populations (GBV survivors, refugees, youth).
3. Languages
Native Arabic speaker with professional fluency in written and spoken English.
Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable
UNFPA Lebanon Country Office will facilitate access to project implementation locations and beneficiaries, including transportation outside of Beirut.
The consultant will use their personal laptop/computer.

Individual consultants are invited to submit a CV with a sample of impactful communication developed recently. The submission language should be in English.
