Business Data Analyst

General Dynamics Information Technology is a global technology and professional services company that delivers technology solutions and mission services to every major agency across the U.S. government. The Business Data Analyst will support the Case Management Modernization Program by acting as a bridge between federal business stakeholders and technical delivery teams, ensuring accurate capture and governance of data requirements.

Responsibilities:

• Elicit, analyze, and document business, functional, and data requirements for CMM data products and analytics
• Develop and maintain Source-to-Target Mappings (STTMs), workflows, and data requirements documentation
• Facilitate stakeholder workshops, working sessions, and governance meetings, capturing decisions and action items
• Translate statutory, operational, and reporting needs into clear user stories and acceptance criteria
• Support data governance coordination, ensuring alignment with standards, policies, and stewardship decisions
• Partner with data engineers and architects to validate data models, transformations, and reporting logic
• Ensure requirements incorporate data classification, security, and access control considerations
• Support testing activities, including test planning, validation of results, and user acceptance testing (UAT)
• Produce and maintain Agile artifacts (backlogs, user stories, traceability matrices)
• Contribute to metadata catalog ingestion by defining business definitions and data attributes
• Support training, documentation, and communication for CMM data products users
• Ensure all documentation is audit-ready, version-controlled, and SOW-compliant
• Operates within an Agile federal delivery environment supporting multiple scrum teams
• Collaborates closely with business owners, data engineers, architects, and governance teams
• Accountable for requirements of accuracy, traceability, and documentation quality
• Expected to maintain audit-ready artifacts and timely deliverables

Requirements:

• 7 + years of related experience
• MA/MS degree with 5+ years or BS/BA degree with 7+ years of general experience in information systems and 5+ years of specialized experience
• Experience may be considered in lieu of degree
• Experience assisting with testing, writing acceptance criteria and confirming test cases results
• Experience with producing relevant and current requirements, sizing user stories correctly, and removing roadblocks prior to sprints start
• Proven experience as a Business Analyst on enterprise IT or data programs
• Demonstrated experience supporting cloud data platforms, analytics, or data initiatives
• Strong expertise in requirements management, data analysis, and documentation
• Proven ability to work with both technical and non-technical stakeholders
• Excellent presentation and communication (oral and written) skills
• Consultant mindset with the ability to work with high level customer stakeholders and build excellent customer relationships
• Strong analytical skills and problem-solving skills with the ability to formulate and communicate recommendations for improvement
• Demonstrated ability to work effectively, independently, and as part of a team
• Experience working in federal or regulated environments (plus)
• Familiarity with Agile/Scrum delivery methodologies
• Experience supporting federal judiciary or justice-related programs
• Experience with cloud-based data platforms (e.g., Snowflake, Databricks, or AWS S3/Redshift/QuickSight preferred)
• Mentoring or lead-analyst experience
• Experience with STTM and data mapping tools
• Experience with BI and Reporting tools like Power BI, Tableau, or QuickSight
• Familiarity with cloud-based data platform supporting operational data, reporting, and analytics delivering cloud-based architecture (data lake, lakehouse, or data warehouse)
• Familiarity with Data Platform & Architecture, Data Engineering & Integration, Data Migration & Archiving & Disaster Recovery tools and services
• CBAP or CCBA
• PMI-PBA
• SAFe Agilist (for Agile programs)
