Project Manager

SMX Services & Consulting, Inc. is seeking a PMP-certified Project Manager to lead Federal IT operations and SAMS modernization for HHS, the Administration for Strategic Preparedness and Response, and the Strategic National Stockpile. The role manages delivery, budgets, resources, quality, operations, data quality, and third-party logistics integration while coordinating technical teams, customer reviews, transitions, and emergency readiness.

Responsibilities:

• Own the project plan, integrated schedule, milestones, resource assignments, budgets and delivery performance
• Coordinate operations, development, Oracle ERP, cloud, cybersecurity, data, integration, testing and support teams
• Lead customer reviews, manage risks and changes, track actions and escalate decisions
• Track service levels and deliverables, enforce quality controls, and coordinate corrective actions and acceptance
• Lead transition planning and knowledge transfer; coordinate readiness, continuity and disaster recovery
• Coordinate 24/7 on-call coverage and emergency surge readiness, including leadership support outside normal hours when required

Requirements:

• Current Project Management Professional (PMP) certification
• At least 10 years managing projects of similar scope, size and complexity
• Demonstrated management of project plans, schedules, resources, budgets, quality and milestone performance
• Strong customer communication and ability to coordinate technical teams and competing operational priorities
• Federal IT delivery; Oracle ERP or cloud platforms; Agile/Scrum; data quality or 3PL/EDI integration; regulated healthcare systems; and disaster recovery or emergency response
