General Manager - Enterprise Resource Planning ERP (Business Development, GovCon)

S&P Consultants is a veteran-owned technology consulting company that helps public-sector organizations navigate complex technology change. The General Manager will own the Enterprise Resource Planning portfolio strategy and performance, lead market growth and partnerships, develop service offerings, and drive revenue across federal, state, local, tribal, and rural markets.

Responsibilities:

• Develop and execute a multi-year growth strategy for Enterprise Resource Planning, with clear priorities for customers, markets, services, revenue, pipeline, market access, partnerships, and investment
• Maintain a deep understanding of public-sector ERP priorities, funding, procurement, competitors, platform trends, and customer needs, and anticipate shifts early enough for S&P to act on emerging opportunities
• Develop market-entry and account plans for priority agencies, jurisdictions, programs, procurement channels, and contract vehicles
• Translate S&P's capabilities, past performance, relationships, and delivery experience into a clear market position and differentiated approach
• Represent S&P in senior customer engagements, industry associations, conferences, software-vendor forums, partner forums, and thought leadership activities
• Advise the Chief Growth Officer and executive leadership team on the opportunities, risks, capabilities, and investments needed to strengthen the portfolio
• Build relationships with senior government, finance, procurement, HR, IT, and program leaders, as well as ERP software companies, systems integrators, and other partners, to understand priorities, shape opportunities, and establish S&P's market position
• Identify, qualify, and advance opportunities that align with S&P’s strategy, capabilities, and customer needs
• Guide early opportunity strategy, including solution direction, customer engagement, competitive positioning, win themes, and partner approach
• Develop platform and delivery partnerships that respond to market demand, expand access to customers, add needed capabilities, and strengthen S&P’s ability to deliver across major ERP ecosystems
• Partner with the Head of Capture to bring market context, customer insight, competitive intelligence, and partner strategy into priority pursuits
• Define where S&P can build a differentiated public-sector ERP portfolio across advisory, implementation, governance, optimization, and managed support
• Build on S&P’s Infor experience while identifying the ERP platforms and capabilities the company should develop in response to public-sector demand, including opportunities across Oracle Fusion Cloud, Workday, SAP, and other major ecosystems
• Translate identified market needs into defined ERP offerings, including the target customer, business problem, delivery approach, required capabilities, and path to market
• Work with Service Delivery to build the talent, methods, tools, and operating discipline required to deliver ERP transformations successfully
• Bring new offerings to market, secure initial customers, and build meaningful growth without compromising delivery quality or customer trust
• Own bookings, revenue, pipeline, and market expansion objectives for the Enterprise Resource Planning portfolio
• Monitor opportunity progression, pipeline quality, forecasts, win rates, and overall business performance, and report clearly to executive leadership
• Support annual planning, budgeting, and investment decisions that balance near-term performance with sustained portfolio growth

Requirements:

• 10+ years of progressive leadership experience in ERP transformation, consulting, delivery, and growth, including significant experience serving federal, state, and local government clients
• Deep knowledge of the public-sector ERP market, including customer buying patterns, procurement, funding, competitors, alliance ecosystems, and the relationships needed to build momentum quickly
• Demonstrated success building or leading an ERP practice, portfolio, business unit, or major market, with accountability for strategy, revenue, pipeline, offerings, partnerships, delivery capability, and financial performance
• Substantial experience across the ERP transformation lifecycle, with the product and delivery expertise to assess opportunities, shape credible solutions, and guide successful execution
• Credibility in one or more major ERP ecosystems and established relationships with software companies, systems integrators, customers, and skilled ERP consultants
• Experience with Infor, Oracle Fusion Cloud, Workday, SAP, or comparable platforms is valued
• A demonstrated record of developing compelling business cases, originating and winning complex opportunities, opening new markets, building strategic alliances, and producing measurable revenue growth
• Strong executive presence, financial judgment, sound decision-making, alignment with S&P's core values, and the ability to translate complexity into clear recommendations for customers, partners, and internal leaders
• U.S. citizenship and the ability to obtain and maintain a government clearance when required for client engagements
• Travel is estimated at 25–50% to engage with customers, partners, industry organizations, and internal teams
