Sr. Digital Experience Project Manager

RIVA Solutions, Inc. is a mission-driven IT services company and systems integrator supporting digital transformation and modernization for federal government agencies. The Senior Digital Experience Project Manager will lead day-to-day delivery of a federal website operations and digital product program while providing hands-on UI/UX design and content strategy and management. The role owns project planning, government reporting, contract performance, user research, accessibility, content operations, and digital initiative delivery.

Responsibilities:

• Serve as the primary point of contact for the Contracting Officer's Representative (COR) and government stakeholders, beginning with the contract kickoff meeting
• Develop, maintain, and manage an integrated project management plan covering recurring operations, campaign schedules, milestones, deliverables, risks, dependencies, and government review points
• Lead transition-in activities to ensure uninterrupted website operations and knowledge transfer, and prepare the Transition-Out Plan and Final Contract Report at the end of the period of performance
• Facilitate weekly status meetings, including agendas, discussion materials, action items, and follow-up documentation
• Produce the monthly progress report covering project status, performance metrics, website analytics, campaign activity, risks, and planned work
• Maintain project schedules, risk and issue logs, decision logs, action item trackers, and deliverable status reports
• Plan and coordinate recurring annual health observances, awareness campaigns, and ad hoc digital initiatives from intake through post-launch reporting
• Coordinate with the government hosting and application team on releases, configuration management, testing, and incident resolution
• Manage staffing, workload, and subject matter consultants to meet fixed-price performance outcomes
• Recommend process improvements, modernization opportunities, and emerging technologies, including AI capabilities
• Design new webpages, landing pages, templates, and UI components for a Drupal- based website, with additional support from RIVA design resources
• Modernize page layouts, navigation, and information architecture to improve usability
• Support the creation of wireframes, prototypes, and visual assets that are responsive across desktop, tablet, and mobile devices
• Plan and conduct user research such as usability testing, user interviews, card sorting, surveys, journey mapping, and heuristic evaluations (up to five studies per year), and translate findings into actionable recommendations
• Apply Section 508 and WCAG requirements in all designs and support accessibility testing and remediation before publication
• Use analytics and SEO data to identify UX improvements and measure the impact of site enhancements and campaigns
• Provide UX direction for interactive tools, dashboards, microsites, and AI chatbot conversational flows
• Coordinating content management activities with the government application teamusing the established shared governance model
• Publishing, updating, archiving, and maintaining website content in accordancewith approved editorial workflows
• Managing content version control, quality assurance, metadata, taxonomy, anddocument lifecycle management
• Performing content backups prior to implementing updates and validatingsuccessful deployment before publication
• Conducting routine content quality reviews, broken-link monitoring, accessibilityvalidation, and compliance checks
• Ensuring all content complies with Section 508 accessibility requirements, agencydigital standards, Plain Language requirements, and client editorial guidance

Requirements:

• Bachelor's degree in human-computer interaction, design, information science, communications, or a related field
• Minimum of 8 years of relevant experience, including at least 5 years managing federal IT or digital services projects and at least 3 years of hands-on UX or UI design
• Demonstrated experience managing website operations, content management, or digital product delivery under a federal contract
• Hands-on proficiency with design and prototyping tools such as Figma
• Working knowledge of Section 508 and WCAG 2.x accessibility standards
• Portfolio of UI and UX work samples available upon request
• Strong leadership, written communication, and client relationship skills
• Experience with Drupal or another enterprise content management system
• Familiarity with the U.S. Web Design System (USWDS) and federal web requirements such as the 21st Century IDEA Act
• Experience supporting public health or health communications digital programs
• Agile or Scrum certification (CSM, PSM, or PMI-ACP)
• DHS Trusted Tester certification or IAAP accessibility certification
• Experience with web analytics platforms such as Google Analytics or the federal Digital Analytics Program (DAP)
• Experience with AI chatbot or conversational interface design
