Forensic Regulatory Data Analyst

UtiliSave LLC is an industry leader in utility bill auditing services that helps commercial and industrial clients recover utility cost savings. The Forensic Regulatory Data Analyst will use Python, forensic billing analysis, and regulatory knowledge to identify billing errors, develop defensible claims, and pursue refunds through utilities, regulators, and clients.

Responsibilities:

• Apply analytical skills and general business knowledge to identify cost savings using UtiliSave's proprietary tools and those you help build in real time — then initiate action to recover those savings for clients
• Rapidly absorb and master the billing rules, tariff schedules, demand calculations, rider provisions, tax codes, and regulatory frameworks across each client's utility jurisdictions — using that knowledge to uncover billing errors, misapplied rates, and overlooked credits
• Conduct retroactive audits across the full statute of limitations — often six years or more — to maximize the recoverable amount on every client account
• Interface with clients, utility companies, tax authorities, and regulatory agencies to implement savings. When utilities dispute or delay valid claims, pursue every available administrative and regulatory channel until the matter is resolved. When escalation is warranted, coordinate with UtiliSave's outside utility-specialized law firm retained at no additional cost to clients to bring the full weight of the firm's resources to bear
• Develop novel but defensible claim theories going beyond standard audit playbooks by combining deep tariff knowledge with creative pattern recognition across billing history, meter data, and account classifications
• Draft clear, persuasive written claim submissions, client summaries, and regulatory correspondence that make complex billing issues accessible to non-technical readers
• Pivot quickly across accounts, jurisdictions, and claim types as opportunities surface, deadlines shift, or utility responses require a change in approach
• Maintain meticulous records of all open claims, supporting data, utility correspondence, and recovery outcomes from identification through payment
• Collaborate with our MIS group to build tools that improve account review and drive revenue

Requirements:

• Full-time remote; core hours 9:00 AM – 6:00 PM Eastern Time
• Must reside in the Eastern Time Zone or Central Time Zone (Missouri, Arkansas, Mississippi, Alabama)
• U.S. Citizens and active Green Card holders only. Visa sponsorship is not available
• Python proficiency required
• 1–3 years of experience — or equivalent academic, project, or internship work — demonstrating the ability to rapidly master complex rule-based systems (regulatory codes, tariff schedules, tax law, legal frameworks, accounting standards) and translate that mastery into actionable opportunities
• Undergraduate degree completed (or within six months of completion)
• Proficiency in Python — used daily to extract, clean, and interrogate billing data and to automate anomaly detection across large client portfolios. UtiliSave has invested over $10 million in proprietary analytics infrastructure; your Python skills will extend these systems
• Intellectually tenacious: you pursue a well-founded claim until it is resolved, do not accept a utility's first "no" as final, and find alternative angles when the obvious path is blocked
• Creative and analytically precise: able to construct novel but technically sound claim theories that hold up under regulatory scrutiny — not just surface-level billing corrections
• Strong written and oral communicator: persuasive claim letters, client reports, and regulatory filings on the written side; confident presenting findings to utility representatives, regulators, and senior client personnel verbally
• Comfortable with ambiguity: utility tariff language is often dense, contradictory, or silent on the precise situation. The best analysts are energized by that gap — because it is often where the opportunity lives
• Agile: able to shift rapidly between accounts, jurisdictions, and issue types without losing precision or momentum
• Ability to prioritize and meet deadlines
• STEM, economics, finance, regulatory affairs, or pre-law preferred — but candidates from any field are welcome
• Experience with a regulated public utility — especially in rate billing analysis or customer interaction — is a material advantage
