Criminal Justice Business Analyst / Subject Matter Expert — Probation, Parole & Offender Management

Lightholder Consulting LLC is seeking a Criminal Justice Business Analyst / Subject Matter Expert for a proposed technology modernization engagement with the South Carolina Department of Probation, Parole and Pardon Services. The consultant will translate justice operations into requirements and workflows, support application modernization and integrations, and assist with testing and operational readiness.

Responsibilities:

• Lead discovery and requirements analysis with agency stakeholders and technical teams
• Translate probation, parole, pardon, community supervision, and offender management processes into actionable requirements
• Document workflows, business rules, user stories, and acceptance criteria
• Support modernization of offender management, parole, pardon, and ignition interlock applications
• Define business requirements for data exchanges, document workflows, reporting, and data migration
• Support user acceptance testing, data validation, defect review, and operational readiness
• Collaborate with developers, architects, security specialists, and agency subject matter experts
• Provide accurate project history and qualifications for inclusion in our proposal, with your consent

Requirements:

• Direct experience delivering or supporting criminal justice or public safety technology projects
• Substantial knowledge of probation, parole, pardons, community supervision, offender management, or closely related justice operations
• Practical experience working on systems subject to Criminal Justice Information Services (CJIS) security requirements
• Demonstrated business analysis experience: requirements gathering, process mapping, stakeholder workshops, and acceptance testing
• Ability to describe your personal contributions to relevant projects and provide verifiable professional references
• Relevant project experience within the last five years
• South Carolina criminal justice agency experience
• Offender management system modernization or COTS implementation experience
• Ignition interlock, parole/pardon hearings, electronic sentencing, or justice agency integration experience
• Experience collaborating on Azure, .NET, SQL, or Power BI projects
