Providing leadership, guidance, and technical and regulatory expertise to the Purchase Card Analysts
Assisting the NIH Agency Program Coordinator in the coordination and program administration of various support activities
Conducting an annual On-Site Review on 10% of the CHs and CAOs
Documenting findings of non-compliance and preparing reports
Requirements
At least a Bachelor's Degree
At least 8 years of consulting, management, and work experience in procurement and specifically in purchase card programs
Knowledge of the FAR, HHS Acquisition Regulation (HHSAR), GSA-Government-wide SmartPay Purchase Card Program, and relevant laws, regulations and agency policies and procedures
Experience with compliance auditing and certified in auditing
Significant knowledge and working experience with Microsoft Word, Excel, relational databases, and data mining and manipulation
