The Proposal Consultant serves as the end-to-end Proposal Manager for the GSA OASIS+ contract opportunity, with full responsibility for planning, developing, managing, and delivering a compliant, high-quality, on-time proposal in accordance with GSA solicitation requirements.
This role owns the entire proposal lifecycle—from capture support through final submission—ensuring strict compliance with Section L instructions, Section M evaluation criteria, FAR requirements, and OASIS+ domain-specific expectations.
Serve as single point of accountability for the OASIS+ proposal effort across all domains pursued.
Develop and execute the Proposal Management Plan, including schedule, milestones, color reviews, compliance gates, and final production.
Lead kickoff meetings, daily stand-ups, and executive reviews to maintain schedule discipline and decision velocity.
Manage proposal risks, issues, and dependencies; implement mitigation strategies proactively.
Own Section L compliance matrices, ensuring 100% adherence to instructions, page limits, formatting, and submission requirements.
Map proposal content directly to Section M evaluation factors to maximize adjectival ratings.
Conduct and lead Pink, Red, Gold, and Final reviews, incorporating evaluator-style feedback.
Ensure alignment with FAR, GSA OASIS+ solicitation guidance, and Small Business requirements (as applicable).
Lead or directly author core volumes, including: Technical & Management Approach, Staffing & Key Personnel, Corporate Experience & Past Performance, Transition & Risk Management.
Translate capture inputs into clear, evaluator-focused win themes and discriminators.
Ensure consistent voice, tone, terminology, and messaging across all volumes.
Manage and coordinate all contributors (SMEs, executives, teaming partners, subcontractors).
Enforce deadlines and accountability across internal and external teams.
Integrate teaming partner inputs while maintaining compliance, cohesion, and narrative consistency.
Oversee final document production, formatting, and quality assurance.
Manage proposal artifacts, version control, and file integrity.
Execute final electronic submission via GSA-designated portals in strict accordance with instructions.
Requirements
10+ years of federal proposal management experience, with demonstrated ownership of complex, competitive proposals.
Direct experience leading GSA proposals, preferably OASIS, OASIS SB, OASIS+, or similar GWACs.
Proven success managing proposals with multiple volumes, domains, and teaming partners.
Expert knowledge of FAR-based solicitations, compliance matrices, and evaluation criteria mapping.
Exceptional proposal writing, editing, and synthesis skills.
