Develop and manage comprehensive internal export and import controls to ensure compliance with regulatory agencies in the conduct of international marketing, sales, supply chain and other business activities.
Establish business processes for submitting to and obtaining from the US government all necessary export and import licenses, permits, certifications, and technology release determinations.
Execute operational processes to ensure regulatory trade compliance through gate reviews of technical data, foreign travel, foreign visits and export and import shipments.
Maintain applicable trade compliance records in accordance with regulatory requirements.
Perform compliance assessments to support investigations involving potential instances of non-compliance.
Support performance metrics for export processes.
Collaborate with various functional areas to develop and implement appropriate authorization strategies to meet business requirements and ensure compliance with all regulatory agencies.
Determine and validate appropriate commodity jurisdiction and classification.
Independently assess transactions and determine applicability of internal gate reviews, licenses, exceptions, and exemptions.
Assist in the review of export/import clauses in Statements of Work and Non-Disclosure Agreements and provide recommendations regarding potential impact to business activity.
Review and disposition public release requests.
Assist in the development, revision, and implementation of trade compliance policies and procedures as necessary to support portfolio.
Act as the prime contact on contracts or projects, internal working groups, and/or capture activities.
Interact with senior internal and external personnel often requiring coordination between organizations.
Exercise good judgment of when to seek management support and guidance as needed, including collaborating on decisions which have the potential to be high visibility or impactful.
Develop and deliver presentations, including Export General Awareness training, program/function specific export training, lessons learned, and program/capture export licensing strategy updates to Division leadership.
Requirements
Bachelor’s degree plus 2 years of relevant experience (i.e. International Trade Compliance, ITC Licensing, etc.), or Master’s degree plus 1 year of relevant experience
Experience in utilizing and applying the ITAR and EAR
U.S. Citizenship required
The ability to obtain and maintain a DoD Secret clearance is required
Experience with OCR's EASE software
Proficient in Microsoft Office suite of products
Experience in providing training
Experience in reading and interpreting regulations and applying changes to current procedures and practices
Experience in both DCS and FMS export requirements
Experience supporting business development activities
