Reporting to the Team Lead of Financial Reporting and Internal Controls, the Financial Analyst (Analyst) performs compliance reviews; identifies potential gaps in procedural policies; promotes segregation of duties; assists in the preparation of financial statements, schedules, notes and working papers; prepares and compiles various reports; and provides ongoing guidance and assistance to staff.
This position is responsible to maintain data integrity within 1GX and all sub-ledgers and ensures compliance with acts, regulations, policies, procedures and accounting frameworks (Department, GoA, GAAP and PSAB).
The Analyst ensures the efficiency and data integrity of financial reporting and supports the interpretation and analysis of the financial results in support of quarterly and annual reporting requirements.
The work supports the day-to-day and period-end processes and procedures.
Responsibilities include but are not limited to: Daily sampling of journals and vouchers including on-line, S4Hanna, Ariba, Concur and CARS. Routine sampling of assigned vendors processed via the Electronic Payment System (EPS), P-Card, AP/GL Reconciliations and Fleet Vehicles (ARI system).
Provides input, analysis and feedback related to financial management and reporting processes. Provide ongoing policy interpretation and guidance to all ministry personnel.
Provide analysis, reviews and reconciliations of financial data. Prepare and compile referenced financial statements, notes schedules and working papers that tie to the trial balance. Analyze available data and determine applicability Identify and resolve issues to ensure accurate and timely reporting. Provide answers to questions and explain financial processes to auditors in relation to the financial statements, schedules, notes and working papers. Assist in preparing briefing material to respond to ARTs, Public Account and Committee of Supply regarding the contracts, procurement and grant management issues.
Requirements
University graduation in Business, Finance, Accounting, Commerce, Management or other related field plus 3 years progressively responsible related experience; or equivalent as described below.
Related diploma plus 5 years directly related experience.
Accounting designation and 1-year additional related experience.
Knowledge of fund, budgetary and encumbrance accounting
Advanced skills in Microsoft Office, including Word, Outlook, Excel and PowerPoint.
Experience working with relevant financial information systems, reporting tools, and software (e.g., Excel, Enterprise Resource Planning (ERP) / System Analysis Program (SAP), Concur) and ability to manipulate data sets.
Experience preparing, reviewing and presenting financial statements.
Experience preparing briefing materials that translate financial data into meaningful information for decision makers.
Solid understanding and experience with the application and research of accounting policies, practices and theories such as Generally Accepted Accounting Principles (GAAP).
Canadian professional accounting designation (CPA or legacy designation) or equivalent.
Knowledge of the Government of Alberta's applicable legislation (e.g., Financial Administration Act, Fiscal Planning and Transparency Act, Government Organizational Act and Alberta Public Agencies Act)
Knowledge of Public Sector Accounting Standards (PSAS) and the ability to interpret PSAS for the monitoring, recording, reporting and interpretation of financial information.
