Ensure compliance with TCAC, IRS Section 42, and HOME program requirements across assigned properties
Review and approve: Initial, annual, and interim income certifications Verifications of income and assets Rent calculations, utility allowances, and income limit applications
Monitor adherence to: TCAC Regulatory Agreements and Compliance Monitoring Regulations HOME Final Rule (24 CFR Part 92) and local PJ requirements
Prepare, review, and submit compliance reports to: TCAC Local Participating Jurisdictions (HOME) Owners and investors
Support and coordinate: TCAC compliance monitoring reviews HOME program monitoring and on-site audits Investor and lender compliance reviews
Conduct internal file audits and implement corrective action plans for identified findings
Track affordability restrictions, unit set-asides, income targeting, and rent limits
Ensure proper documentation and record retention in compliance management systems
Provide technical guidance and training to site-level staff on TCAC and HOME requirements
Monitor regulatory changes and guidance issued by TCAC, HCD, and HUD impacting compliance
Maintain accurate compliance records and audit-ready files at all times
Requirements
Minimum 3–5 years of affordable housing compliance experience with TCAC and HOME programs
Demonstrated experience with: California LIHTC (TCAC) compliance HOME Investment Partnerships Program
Strong working knowledge of: IRS Section 42 TCAC Compliance Monitoring Regulations HOME Final Rule (24 CFR Part 92)
Proven ability to independently review tenant files and income calculations
Experience supporting TCAC and HOME audits, monitoring visits, and corrective actions
Strong organizational skills with the ability to manage multiple deadlines
Proficiency in Microsoft Office, particularly Excel and Word
