Serve as the central coordinating focal point for all accounting actions and issues among SOF AT&L program offices, SOF AT&L-K, HQ USSOCOM, DFAS, 6th Comptroller Squadron, and other stakeholders to support Tri‑Annual reviews and ongoing reconciliation.
Conduct formal Tri‑Annual reviews and full document reconciliation for active and expired fiscal year accounts IAW DOD FMR and DFAS guidance, including funds executed via PBAS, ABSS, and DEAMS.
Coordinate contract follow‑up and closeout activities for contracts with active, expiring, or expired funds, liaising with SOF AT&L-K, DCMA, DFAS and program offices to resolve issues and facilitate closeout.
Track, analyze, and report reconciliation and contract closeout metrics (documents completed, outstanding actions, status, courses of action) and provide every‑other‑month status by appropriation and fiscal year.
Identify and escalate leadership concerns requiring external attention (systemic issues, process improvements, required training, and policy changes) and recommend corrective actions.
Provide training and user support on Tri‑Annual review processes and related systems (General Accounting and Finance System, Integrated Accounts Payable System, MOCAS, reconciliation tools, NULO/ULO research and clearance techniques), plus perform Super Module Manager and Group Administration Manager roles.
Provide accounting and financial support for classified funding portfolios, ensuring secure handling, reconciliation, and reporting consistent with requirements.
Perform financial execution and analysis using DEAMS, PBAS, ABSS, CRIS, Select/Native Programming Data Input System, and internal tracking systems; monitor expenditures against plans and recommend remedial actions.
Maintain and update SOF AT&L obligation tracking and Financial Execution Module (FEM) daily; prepare monthly investment status reports with “Get Well” plans and supply detailed backup to program managers and senior leadership.
Prepare and execute financial documents (FADs, MIPRs, AF Form 9s, Fund Cite Authorizations), set up new accounts/flows in ABSS/DEAMS/WAWF, and maintain program office contract execution files and supporting documentation.
Perform fiscal year‑end closeout actions and daily/monthly/annual closeout reporting, analyze subsidiary and general ledger adjustments, and advise on continuing resolution allocations, apportionments, allowances, and requests for additional funds.
Support foreign partner funding management and reporting for SOF Peculiar FMS and IAC projects, develop presentations and analytic products (spreadsheets, quad charts, briefings), and assist in development/validation of execution year Unfunded Requirements.

Clearance: Must possess and maintain Secret clearance
Certifications: DAWIA Practitioner Equivalency IAW the PWS (DAWIA level II equivalent).
Education: Bachelor’s degree in Accounting, Finance, or related field or an Associate’s degree plus four additional years of experience.
Years of Experience: Minimum of 10 years of Financial experience including:
Minimum of 6 years of experience in DoD Acquisition Financial Execution;
Knowledge of program planning, scheduling, budget planning/formulation, and cost analysis
Working knowledge of Defense Acquisition System as directed by DoD Instruction 50000.02, "Operation of the Defense Acquisition System".
Working knowledge of the Defense Acquisition Framework process.
Knowledge of business practices and market conditions applicable to program and technical acquisition requirements.
