About this role
Role Overview
Strategic procurement management including independent execution of procurement procedures below EU thresholds in accordance with UVgO and VOB/A, and ensuring audit‑proof documentation
Ensuring segregation of duties by reviewing and formally quality‑assuring the specifications/bills of quantities prepared by the Construction & Engineering department and ensuring compliance with procurement law
Technical procurements, in particular maintenance contracts (electrical, HVAC, MSR — measurement/control/regulation, elevators, etc.), repair measures, and small to medium renovation projects
Contract management including preparation and negotiation of framework and individual contracts as well as support during bid evaluations
Development of standardized procurement and contract structures and, where applicable, use of STLB‑Bau and AVA systems
Requirements
Degree in industrial engineering, civil engineering, facility management or a related field — or a technical vocational qualification with master/technician certification plus additional commercial/business qualification
Solid knowledge of procurement law (VOB/A, UVgO) and basic knowledge of HOAI
Experience in technical purchasing or facility management and confident use of e‑procurement systems
Ideally knowledge of SAP and experience with STLBZ‑Bau and AVA software
Structured, audit‑proof and independent way of working

Collective agreement annual base salary of approximately €53,000 to €74,500 under TVöD‑K (pay group EG 11), including annual special payment
