Supervise staff in the regional office that provide administrative support services to the various detention centers in the assigned region with concentration on human resources functions and fiscal functions.
Represents the regional director in administrative matters working with the Detention Superintendents in the assigned region, creates work assignments for the region office staff and superintendents, and monitors the completion of the assignments.
Provides mentoring and technical assistance to the Superintendents in the region related to administrative issues in the centers and be available for consultation with the Superintendents on a regular basis as issues occur which need to either be reported to the region or as are requested by the Superintendent.
In addition, reviews compliance, in conjunction with staff in the region office, with established policies and procedures by the Superintendents in areas to include but not limited to: Development of the centers; annual goals and objectives.
Compliance with the centers’ operating budgets and spending plans.
Compliance with the policies for use of JJIS, Sharepoint, Tableau and all related systems incorporating the function of the Detention Services branch.
Corrective action plan development and implementation because of security audits, quality assurance reviews, contract monitoring, etc.
Review and forward each center’s quarterly report to the regional Director for approval, provide appropriate feedback to the superintendents and advise the regional director of recommended corrective actions where necessary.
Review reports for the centers in the areas of Food Service, Medical and Mental Health Services, and monitor the status for corrective actions that may be required, making recommendations to the regional director for contract sanctions or changes as may be appropriate.
Review and monitor actions related to personnel matters to include recruitment and hiring, discipline, grievances, FMLA, FSWP, and Worker’s Comp.
Performs site visits to the various detention centers in the region on a regular basis, reviewing the functions of the centers during these visits, meeting with the superintendent and other staff, performing record review, as well as appropriate inspections.
Serves on various departmental workgroups as established for special assignments related to operational and programmatic matters in detention.
Serves as the regional representative for coordination with other branches and staff in the Department on matters related to detention administrative support issues.
Represents the Regional Director, at various meetings and activities throughout the region, as assigned by the Director.
Serves as acting regional director in the absence of the regional director.
Requirements
5 years of experience supervising staff.
5 years of experience working in a secure juvenile or adult correctional facility.
3 years of experience as a secure facility Superintendent.
Knowledge of basic Management principles and practices.
Knowledge of detention services policy and procedure.
Knowledge of Department, State and Federal policy and procedure relating to operation of a Juvenile Detention Center.
Knowledge of methods of compiling, organizing and analyzing data.
Ability to practice management principles and practices.
Ability to develop and implement various program monitoring methodologies and techniques.
Ability to provide in-service training on detention center operational methods, facility operating procedures and department policy of procedure.
Ability to develop program policy, procedures, manuals, administrative rules and agreements.
Ability to understand and apply applicable rules, regulations, policies and procedures.
Ability to prioritize workload.
Ability to plan, organize and coordinate work assignments.
Ability to develop various reports.
Ability to formulate and monitor standards and operating policies and procedures.
