Develop and own the project logistics execution strategy, including multimodal transportation plans, risk assessments, and sequencing.
Lead logistics route surveys and logistics studies; define methodologies, scopes of work, and deliverables for external logistics study providers.
Model freight flows, identify delivery constraints, and establish muster/laydown locations, consolidation points, and delivery models for high‑volume capital projects.
Optimize total landed cost through bundling, consolidation, routing strategies, and Incoterms selection.
Manage all customs compliance activities including classification, documentation, special permits, temporary imports, and coordination with customs brokers.
Oversee preparation and accuracy of commercial invoices, packing lists, certificates of origin, and regulatory documents needed for export/import clearance.
Engage with U.S. Customs & Border Protection (or international authorities) to resolve escalations, holds, or regulatory matters.
Lead execution of breakbulk, containerized, heavy‑haul, barge, rail, and over‑the‑road transportation.
Coordinate with freight forwarders for booking, scheduling, marine surveys, chartering vessels/barges, and overseeing cargo operations.
Ensure proper preservation, packing, handling, and transport compliance, including heavy-lift rigging requirements and load-securement standards.
Develop contracting strategies for freight forwarders, customs brokers, marine surveyors, trucking companies, heavy‑haul contractors, and logistics service providers.
Negotiate and manage logistics service agreements, ensuring terms address liabilities, transit risk, insurance, demurrage, free time, and performance KPIs.
Ensure timely placement of logistics-related POs aligned with project schedules.
Lead and mentor project logistics coordinators; establish clear execution routines, priorities, and performance expectations.
Drive alignment with procurement, engineering, construction, suppliers, and site materials management to ensure seamless logistics execution.
Facilitate project logistics meetings, reporting, and dashboards, including look-ahead schedules and exception management.
Implement logistics HSE requirements including journey management, cargo securement checks, equipment certification, and route risk assessments.
Ensure cargo insurance coverage is placed appropriately and manage claims related to transit damage or delays.
Drive continuous improvement initiatives in logistics planning, execution, and supplier performance.
Requirements
Bachelor’s degree in Supply Chain, Logistics, Engineering, Business, or related field; equivalent industry experience considered.
10+ years of logistics experience in oil & gas, refining, petrochemical, EPC/EPCM, or large capital project environments.
Demonstrated experience managing international shipments, heavy-lift operations, and complex multimodal execution.
Strong understanding of Incoterms, export/import regulations, and global trade compliance practices.
Experience in developing and managing logistics budgets, forecasts, and cost-control mechanisms.
Prior experience leading teams in a project-driven environment.
