Plan and manage the project’s grants including operational delivery and other contractual objectives including quality assurance, monitoring and evaluation, and general oversight through field visits to project locations, across Nigeria but including the high security zones of the North East.
Compile and submit internal and external reports in coordination with the Regional Support Officer and WAM PM, as required and in line with contractual obligations.
Pursue and develop new funding opportunities in Nigeria with support from the WAM PM, WAM Donor Relations Manager and other HALO HQ departments.
Ensure all project activities and tasks are conducted in compliance with HALO and donor policy.
Manage the project’s finances in coordination with the WAM PM, the International and Regional Finance Managers, including budgeting, forecasting and monitoring of expenditure in accordance with donor and HALO global financial policies.
Manage the procurement, supply levels, and movements of associated WAM equipment.
Lead the project’s stakeholder engagement, particularly with diplomatic missions in Nigeria, national authorities and government departments, CSOs and I/NGOs.
Plan, coordinate and manage HALO and external visits to the project, including global specialists for project delivery. This may include arranging travel, accommodation and briefing visitors on the project and security situation.
Manage the training, employment and vetting of project staff and beneficiaries (where applicable).
Represent HALO during major engagements with government institutions or partner events such as workshops or round table meetings.
Manage staff welfare, including morale, motivation, and discipline in compliance with HALO policy and relevant local employment laws.
Ensure HALO’s presence in Nigeria is compliant with all relevant national laws and regulations.

Requirements
Three years of international project management experience, ideally within high security environments.
Strong IT skills, highly proficient in the use of Microsoft Office.
Experience of working with government institutions and ministries.
Experience managing and leading teams of national and international staff.
Experience developing, monitoring and managing budgets.
Exceptional organisational skills and ability to manage multiple deadlines.
Experience monitoring project performance against indicators.
Exceptional interpersonal and communication skills, including experience briefing embassy or high-level government representatives.
Strong numeracy and IT skills essential.
Fluent written and spoken English.
Desirable Requirements:
Recent work experience in Nigeria.
Experience with weapons and/or management (civilian, military or law enforcement).
Proficient knowledge and application of International Ammunition Technical Guidelines.
Experience working alongside host-nation security forces, particularly training.
Experience of managing international research projects related to security or arms control.
Work experience in the WAM, armed violence reduction or security sector reform context.
Experience in international development.
Experience working on projects relating to gender and women’s empowerment.
