About this role
Role Overview
Ensure end-to-end technical coherence, compliance, and performance of the solution throughout its entire lifecycle
Oversee the technical coherence, compliance, and performance of the solution
Identify and engage Centres of Competence (CoC) to provide technical solutions, knowledge, or services
Gather and analyze customer requirements, program requirements, and applicable obligations
Define the Concept of Operations (CONOPS) and Product Breakdown Structure (PBS)
Ensure traceability and alignment between the PBS, Functional Breakdown Structure (FBS), Work Breakdown Structure (WBS), and Cost Breakdown Structure (CBS)
Evaluate and decide on trade-offs, including technical, cost, value, manufacturing, service, and risk considerations
Ensure product safety, security, and reliability requirements are met
Conduct technical reviews throughout the product lifecycle
Manage and obtain product accreditation/certification where required
Tailor processes, methods, and tools in collaboration with Quality and project management
Ensure workload planning and competency needs align with CoC capabilities
Reduce costs associated with non-quality by addressing major non-conformances and quality escapes
Manage changes through impact analysis, decision-making, and cascading to CoCs
Identify, assess, and manage risks and opportunities, and allocate their impact to CoCs
Requirements
Engineering degree
Minimum 15 years of professional experience
Proven expertise in Systems Engineering practices across the project lifecycle
Practical experience with both V-model and Agile frameworks (certification is a plus)
Strong technical background in military satellite communications (MilSatCom), satellite modems, and IP network communications
Familiarity with public procurement contracts
Strong listening skills and ability to analyze operational needs and requirements
Balanced decision-making skills with the ability to make trade-offs and take firm, potentially controversial positions when necessary
Ability to work with multidisciplinary, multicultural, and multi-site teams
Excellent written and interpersonal skills for negotiation and stakeholder engagement
Negotiation-level proficiency in English and French
