Preparation and issuance of RFP’s
Perform price and cost analysis techniques in support of proposals
Develop negotiation strategies and lead formal negotiations (Price, Delivery, scope, Terms & Conditions)
Place subcontracts/purchase orders of medium complexity in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements for various complex subcontract (Cost Type, Incentive Type, Firm Fixed, etc.)
Place OTA, WFPP, CRADA, bailment, and other unique procurement
Nurture professional business relationships with first tier subcontractors
Work closely with the Program and other functional groups (Operations, Quality, Engineering, Program Management, etc) to achieve objectives
Develop plans to promote cost reduction initiatives and performance improvements (technical and quality) in support of flawless supplier execution for programs
Able to support travel as needed (up to 15%)

Typically requires a Bachelor’s and a minimum of 5 years prior relevant experience
Experience in Supply chain, Procurement, Finance or Contracts
U.S. Person (U.S. citizen, permanent resident, refugee or asylee) or eligible to obtain necessary export authorizations required
Masters’ degree in supply chain, business, engineering or related field (preferred)
Experience in working with development type of procurement and major subcontracts (preferred)
SAP based environment experience (preferred)
Experience with technical requirements of procured hardware and services – including Statement of Work (SOW) review (preferred)
Familiarity with the International Traffic in Arms Regulations (ITAR) (preferred)
Demonstrated knowledge / compliance with Federal Acquisition Regulations (FAR/DFARS) (preferred)
Experience in written contractual authorization/vehicles (Cost Plus, Firm Fixed Price etc.) (preferred)
Assess proposal compliance (FAR 15.4) (preferred)
