Lead and manage the strategic execution of the DCIPS Future product roadmap across baseline, full deployment, and sustainment phases.
Translate mission requirements and regulatory guidance (e.g., DoDI 1300.18) into actionable Epics, user stories, features, and acceptance criteria.
Direct product sprint planning and product release cycles across development teams using Agile best practices.
Collaborate with MC&FP, CMA Offices, and stakeholders across Army, Navy, Air Force, Marines, and Coast Guard to ensure alignment of business rules, terminology, workflows, and operational expectations.
Maintain and prioritize a product backlog that supports end-user outcomes, regulatory compliance, and evolving CMA mission needs.
Present metrics, product strategies, and roadmap updates to both technical teams and senior non-technical stakeholders.
Guide UI/UX development to ensure usability, accessibility (Section 508), and performance across platforms and bandwidth conditions.
Ensure DCIPS Future complies with DISA STIG/SRG, Risk Management Framework (RMF), and DoD Zero Trust mandates.
Collaborate with cybersecurity and DevSecOps leads to support secure, scalable delivery in AWS GovCloud IL4/IL5 environments.
Requirements
Active Secret clearance required.
Bachelor’s degree in a STEM-related or equivalent technical field, such as Computer Science, Information Systems, or Engineering.
Minimum of 12 years of senior-level DoD software architecture and development experience, including architecting, developing, deploying, and maintaining high-availability, mission-critical systems across multiple services (Army, Navy, Air Force, Marines, Coast Guard).
At least 9 years of experience supporting end-to-end iterative software development, sprint planning, product backlog grooming, and product release management.
Demonstrated expertise in defining and prioritizing Epics, user stories, and acceptance criteria based on user research, business needs, and performance metrics.
Proficient in presenting product strategies, Agile metrics, and roadmaps to both technical and non-technical audiences.
Exceptional presentation skills, with the ability to clearly and confidently communicate product strategies, technical requirements, and roadmap decisions to senior leadership, stakeholders, and cross-functional teams.
Experience supporting Casualty and Mortuary Affairs (CMA) or other human-centered DoD missions.
Minimum of 3 years of experience working in AWS GovCloud environments in alignment with DoD Cloud Computing Security Requirements Guide (SRG) IL4/IL5 requirements.
