Direct and manage enterprise-level IT project development from initiation through completion, including highly complex or at-risk projects.
Develop project scope, cost estimates, human resource requirements, work plans, time schedules, and communication plans.
Write Requests for Proposals (RFPs) for external services and manage contracts, vendor performance, deliverables, and payments.
Develop full-scale project plans and associated communications documents; identify and manage project dependencies and critical path.
Track and report on project milestones and deliverables throughout the project life cycle.
Develop written business requirements and models to support project objectives.
Estimate resources and participants needed to achieve project goals and negotiate for required personnel across departments as needed.
Define project success criteria and communicate them to all involved parties throughout the project life cycle.
Communicate project expectations to sponsor team members and stakeholders in a timely and clear manner; facilitate project management and status review meetings.
Develop transition plans, training plans, and recognition programs for project team resources.
Requirements
5 years of experience managing large, complex enterprise IT projects.
5 years of experience with project budgeting, fiscal planning, and budget tracking.
5 years of experience facilitating meetings with cross-functional business and technical stakeholders.
5 years of working knowledge of application development environments, database and system design concepts, data interfaces and integrations including XML, internet and network architecture, and information systems hardware and software.
Bachelor's degree from an accredited college or university (experience may substitute for up to 4 years of education; a Master's degree in a related field may substitute for 2 years of experience).
Active PMP Certification.
5 years of experience with application rationalization, software portfolio review, or software and license consolidation initiatives.
5 years of experience with technical IT projects involving infrastructure, integrations, or enterprise applications.
5 years of experience with vendor management, contract deliverables, or RFP-related work.
5 years of experience managing Security, Infrastructure, or Network Operations projects.
5 years of experience working in a public sector or municipal environment.
