Role Overview
As a Bids and Proposals Specialist, you will be the key player ensuring our solutions reach the public sector in the most efficient and competitive way.
Your mission will be to manage the entire lifecycle of bidding processes, acting as the main point of contact between the Commercial, Legal, Pre-Sales teams and government agencies.

Main Responsibilities and Duties🔍
Tender and Notice Analysis and Management Conduct critical and thorough analysis of tender notices, identifying technical, legal and commercial requirements, and allocating responsibilities internally.
🏛️ Communication with Public Agencies Manage formal communication with auctioneers and procurement committees, preparing requests for clarification, challenges and administrative appeals when necessary.
✍️ Proposal Preparation Coordinate the full assembly of proposals, consolidating legal and fiscal qualification documents, technical specifications from the pre-sales team and the commercial proposal.
⚖️ Legal and Compliance Interface Serve as the primary interface with the legal department to ensure full compliance of processes with current legislation (Brazilian public procurement laws No. 8,666/93, No. 14,133/21 and others).
🤝 Internal Orchestration Organize and lead strategy (kick-off) meetings for each bid, aligning deadlines and deliverables with all involved areas (Sales, Pre-Sales, Legal, Finance).
📂 Documentation Management Maintain and organize a centralized repository of all documentation required for participation in bids, ensuring speed and accuracy in processes.
Requirements
Proven Experience: Solid, practical and proven experience managing end-to-end bidding processes (electronic auctions, public tenders, etc.).
Deep Legal Knowledge: Essential mastery of public procurement legislation, especially Law No. 8,666/93 and Law No. 14,133/21.
Organizational Skills: Highly organized, methodical profile with strong attention to detail to manage multiple processes simultaneously.
Interpersonal Communication: Excellent communication skills to articulate requirements and negotiate deadlines with different departments and hierarchical levels.
Education: Bachelor’s degree in Law, Business Administration or related fields.
Experience in the Telecommunications or Technology sector.
Familiarity with government procurement portals (ComprasNet, Licitações-e, BEC, etc.).
Postgraduate degree in Public Law, Contract Management or related areas.
