Hold overall accountability for contract delivery, quality, and stakeholder communication across all program workstreams.
Own product vision and strategy for the program -
the "what are we delivering"?
Ensure integration between technical and user research, customer needs, and contract scope; definition of clear outcomes; and alignment with customer mission and constraints.
Work closely with and across UX, research, accessibility, engineering, security.
Lead key delivery decisions, balancing impact, budget, staffing, and risk.
Champion new delivery approaches and emerging technologies, and guide internal prototypes into being repeatable, viable delivery methods.
Meet or exceed financial targets (margin, utilization, burn).
Keep staffing and team composition aligned with current and future needs.
Mentor and develop team members; model the technical program manager role for others.
Translate client needs, customer pain points, and user research into identified opportunities to grow our team and impact.
Manage contractual obligations and ensure all program activities are compliant, on time, and within budget.

9+ years of relevant program management experience and a Bachelor's degree, or equivalent additional experience in lieu of a degree.
Demonstrated experience leading successful delivery across product, design, and technical domains.
Demonstrated comfort with ambiguity and invention including new models, clients, domains, and technologies.
4+ years of experience managing technology service delivery projects in a public sector or commercial contracting environment.
Must meet federal suitability requirements and pass a background investigation as a condition of employment.
Demonstrated ability to manage all aspects of program performance including technical, contractual, and financial responsibilities across multiple concurrent workstreams.
Strong written and verbal communication skills with the ability to lead through conflict and resolve issues while maintaining delivery momentum.
