Role Overview
Provides strategic leadership and operational oversight for all clinical information technology systems and applications across the organization
Ensures that clinical IT infrastructure effectively supports patient care delivery, enhances clinical workflows, improves patient safety, and drives operational efficiency
Collaborates closely with clinical leadership, medical staff, and other IT departments to align technology solutions with strategic organizational goals and clinical best practices
Directs the development, planning, implementation, maintenance, and transition of specific University-wide information systems and services
Directs the design and installation of the systems and directs their operation and maintenance
Responsible for the long range planning, budgeting, rates, staff development, and supervision as appropriate
Sets the strategic direction for University Medicine integrated clinical application strategy, strategy, systems, and services, including the development of long-range goals and budget objectives
Develops and maintains an ongoing five-year strategic roadmap for integrated clinical systems, reports business intelligence metrics, and partners with the CIO, Chief Imaging Informatics Officer, Chief Cardiovascular Informatics Officer, and other physician leadership to develop integrated, operational approaches to clinical applications and realizes benefits to patient care through technology changes
Oversees and directs specific University Medicine integrated clinical applications and services in support of University Medicine and ISD business continuity and day-to-day operations
Maintains overall responsibility for the 24 hour a day, uninterrupted operation of the integrated clinical applications and services
Consistently delivers high-quality services to business stakeholders, serving as an escalation point and incident manager for issue resolution, and acting as a decision-maker and subject matter expert for these critical systems
Serves as a principal staff officer for the establishment of University Medicine and ISD policies and procedures for Integrated Clinical Applications
Assists the CTO and CAO in representing integrated clinical applications related IT initiatives with Chiefs, department chairpersons, serving as a facilitator or co-chair on executive-level ISD governance committees and serves as a liaison to clinical staff and healthcare IT to align requirements with capabilities
Organizes and directs the activities of the department, fostering employee engagement and satisfaction
Hires, disciplines, and/or discharges subordinates within established University Medicine policies, guidelines, evaluates performances, recommends salary adjustments and initiates other personnel actions
Plans and implements training programs
Employs technical and administrative expertise in the development of specifications for University information systems and services in support of University objectives
Manages administrative services related to University Medicine integrated clinical applications
Manages contracts and other business relationships with vendors and common carriers
Coordinates with other departments and services to ensure reliable, cost-effective information system services while communicating and applying project standards across all integrated system teams, enforcing project portfolio deadlines and schedules, assisting in the facilitation of team and customer/vendor meetings, monitoring project portfolio status, and providing status reports and updates as requested by management
Keeps abreast of trends and technical developments in the field by self-study, participating in job-related seminars, courses, or conferences, and liaison with vendors.
May represent the University in organizations and initiatives at the local, state, and national level.
Requirements
Bachelor’s Degree in a related field of study required
Master’s Degree preferred
10 years of progressive experience at a managerial level, including financial and budgetary activity required or equivalent combination of education and experience required
Expertise with a broad range of clinical information technology systems and applications and support of associated clinical workflows, including PACS, Radiation Oncology dose planning and delivery, Cardiovascular systems preferred
Experience in leading clinical information systems and services that deliver long term success preferred
Demonstrated ability to develop projects using best practices in large, decentralized organizations preferred
Demonstrated expertise in successful implementation of technology-enabled enterprise solutions of relevant scale and complexity preferred
Demonstrated track record of successfully managing teams of relevant size, skill, and diversity preferred
High level of integrity and excellent judgment preferred
Excellent interpersonal, written, and oral communication skills with strong attention to detail preferred
Exemplary speaking and presentation skills and demonstrated ability to successfully interface at all levels, including executive or board level preferred
Demonstrated ability to work with diverse constituents to understand their needs in context, make recommendations, and document the business case for change where needed preferred
Exceptional customer service skills and ability to respond appropriately to environment and audience demonstrating diplomacy and tact preferred
Ability to execute multiple tasks in a fast-paced environment; perform under pressure and demonstrate adaptability and flexibility preferred
Demonstrated ability to conduct independent research and prepare executive level reports preferred.
