Develop elements of acquisition strategies for PEO-SW's FOSOV program
Prepare SOW, PWS, SAMP, APB, FM worksheet, program protection plan, and annual spend plan build for assigned programs
Manage program cost, schedule, performance, and risks in accordance with policies and procedures; formulate proposed mitigations as necessary
Support/conduct portions of market research
Execute price and cost analysis sufficient to review proposals, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position; apply funding rules associated with the obligation of multiple types of appropriations
Apply precedents found in government contracting case law to specific contracting situations to ensure that legally binding contracting officer decisions are consistent, justifiable, and will be upheld at appellate courts or boards
Support contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements applicable to the full range of contracting actions for a variety of contract types
Keep program information current and organize data to submit to management for decision-making
Prepare reports and briefings on program status, policies, and procedures, in support of acquisition program milestones
Support cost/benefit analysis
Analyze the effectiveness and efficiency of the program; develop recommendations to improve program operations
Answer data calls and inquiries on program policies and procedures
Monitor programs to ensure compliance with policies and procedures
Research ways to eliminate program bottlenecks and barriers to production; support government counterparts in the development of solutions to program issues
Maintain the PEO-SW programmatic portfolio and perform records and file maintenance on file storage repositories.
Requirements
Must be a US citizen
Must possess and maintain a Secret clearance
DAWIA Practitioner (formerly Level II)
Bachelor’s degree in business or a related field
Minimum of 10 years supporting DoD acquisition programs
Working knowledge of the Defense Acquisition System and Defense Acquisition Framework
Experience preparing SOW, PWS, SAMP, APB, FM worksheet, program protection plan, and annual spend plan build for assigned programs
