To be responsible for the day-to-day operational management of the Revenues Service
To maximise the revenue and income the Council receives by delivering an innovative, efficient, high-quality service in relation to Business Rates and Council Tax
To ensure the effective billing, collection and recovery of both Business Rates and Council Tax
To deal with the more technical aspects of Business Rates and Council Tax
To have a working knowledge of the Housing/Council Tax Support system
To have overall responsibility for the system administration of the IT systems within the service area and ensure the development of IT systems as directed by the Corporate Head of Customer, Digital & Collection Services
To oversee the management of the Revenues team through staff performance, developing individuals and dealing with third party software suppliers
To provide a high level of customer service when dealing with enquiries from the public via telephone, face to face and e-mail
To work with the Corporate Head of Customer, Digital & Collection Services, partners and staff to drive business transformation to support service improvement within Revenues, challenging existing service delivery models and championing new ideas to bring about positive transformation in service delivery and customer outcomes
To ensure maximum synergies are achieved between Business rates and Council tax and to drive continuous improvement within Revenues service
To keep up to date with economic, legislative, technical and social development affecting Revenues which impact on the service delivery and assist the Corporate Head of Customer, Digital & Collection Services in developing appropriate strategies to address these
To provide strong effective leadership to ensure the right staff with the right skills are employed, developed and managed to achieve the service outcomes
To develop the Revenues team to ensure that they are able to work flexibly by training in both Business Rates and Council Tax disciplines
To represent the Council at external meetings as required
Ensure that all Government returns relating to Business Rates and Council Tax are completed accurately and on time
Requirements
Detailed knowledge of Business Rates and Council Tax legislation
Credible track record of achieving high collection rates on both Business Rates and Council Tax
Ability to learn complex legislation
An understanding of how to achieve cost savings
An understanding of how to review processes and develop more streamlined processes across Revenues
An understanding of workforce development issues
The ability to motivate and engage a team from differing backgrounds towards common aims
Experience in a management role
Experience of working on a variety of IT systems
Experience in dealing with Government returns
Good verbal and written communication skills
Good numerical reasoning
An ability to handle and resolve conflict
Ability to work under pressure and meet deadlines
A strong understanding of how to develop a customer first culture in teams
Experience of representing the Council at Magistrates Court and Valuation Tribunal
Experience of working in a district Council
Educated to A level standard
Minimum 5 years experience on both Business Rates and Council Tax
IRRV qualification
Management qualification
