About this role
Role Overview
Oversee the Interstate Bridge Replacement Program’s (IBR) budget and expenditure management.
Serve as the primary liaison between the program and ODOT fiscal teams.
Coordinate all budgeting, accounting, reporting and expenditure activities.
Manage the administration of the program’s federal grants by coordinating work across multiple disciplines and fiscal teams and meet Federal Highway Administration (FHWA) fiscal and reporting requirements.
Represent ODOT in bi-state program governance discussions and negotiations with WSDOT on spending management, including intragovernmental billing and cost-sharing arrangements.
Manage and oversee the implementation of the program’s financial plan for ODOT.
Develop and establish appropriate program and project hierarchies to support accurate accounting, expenditure tracking and reporting needs.
Navigate the complex and unique bi-state, multimodal business structure of the program to ensure effective and compliant spending management outcomes.
Supervise ODOT staff and direct the work of external consultants engaged in program spending management activities.
Requires in state and out of state travel and occasional after hours work.
Requirements
Six years of supervision, management, or progressively related experience in grants, loans and programs.
OR Three years of related experience in grants, loans and programs and a bachelor's degree in a related field.
Demonstrated experience with state budget policies and processes.
Strong knowledge of accounting and financial reporting, particularly related to capital project expenditures, Statewide Transportation Improvement Program (STIP) accounting and federal grant management.
Proven ability to take initiative and independently learn complex business structures, fiscal systems and regulatory requirements to design and implement new processes and policies.
Strategic thinker with a proactive approach to managing program spending and mapping out accounting processes.
Strong collaborator and leader, capable of working effectively in a fast-paced environment with evolving priorities and multiple interested parties.
Experience operating in conditions of uncertainty and ambiguity while consistently meeting state and federal fiscal management requirements.
Experience with ODOT capital project management or a strong accounting or finance educational and professional background.
