Vaughan Executive Partners, LLC is seeking a Senior Manager, Engineering and Design to lead engineering execution from late-stage development through construction handover. This role involves establishing engineering standards, managing design deliverables, and ensuring compliance with company standards while coordinating with various stakeholders.
Responsibilities:
- Establish and maintain Company’s engineering standards, Basis of Design (BoD), and quality assurance processes
- Manage all engineering consultants and Engineers of Record (EORs), ensuring coordinated, complete, and compliant design packages
- Track and manage design deliverables from concept through 30/60/90% and Issued-For-Construction (IFC)
- Coordinate reviews across internal stakeholders and external partners
- Ensure compliance with AHJ, utility, and entitlement requirements
- Lead constructability reviews to validate efficiency, cost, schedule, and buildability- particularly for large, multi-use travel center and truck stop sites
- Coordinate OEM and vendor engagement for EV chargers, Charge Management Systems (CMS), PV Solar, Battery Energy Storage (BESS), long lead electrical equipment, and building systems
- Evaluate and recommend technology selections in partnership with the Director, balancing cost, performance, and long-term maintainability
- Develop technical specifications and scopes of work for RFPs and contracts
- Review vendor drawings, submittals, and data sheets to ensure alignment with Company’s BoD and system architecture
- Maintain a design-to-procurement readiness checklist to ensure packages are technically and commercially executable
- Support system integration and interface validation (SCADA, EMS, CMS, building management systems)
- Provide technical oversight during construction, including review of RFIs, submittals, and field changes
- Support the Construction Manager with technical issue resolution and change management
- Develop and manage commissioning plans for EV, PV, BESS, and building MEP systems
- Ensure commissioning results align with design intent and performance assumptions
- Review and integrate as-built documentation to support operations and long-term asset management
- Serve as the steward of design integrity from development through startup
Requirements:
- Bachelor's degree in engineering or related field preferred
- 5+ years of engineering experience, ideally in civil infrastructure, site development, transportation, or travel center / truck stop environments
- Proven experience managing multidisciplinary engineering teams (civil, electrical, structural, architectural)
- Strong familiarity with permitting, utilities, and entitlement processes (CUP/CEQA, grading, drainage, fire access, utility coordination)
- Experience delivering projects from design through construction handoff
- Ability to manage consultants, review plans and submittals, and enforce Basis of Design standards
