The United Nations Development Programme (UNDP) is seeking a Programme Analyst to support the project aimed at enhancing climate transparency in developing countries. The role involves providing administrative and operational support to ensure the effective execution of project activities, including travel arrangements, procurement processes, and financial management.
Responsibilities:
- Proactively assist in the planning, organization and delivery of ECT project activities as defined in the ECT workplan and as dictated by the management team
- Oversee the day-to-day operations of the ECT project; including procurement processes, travel and logistics, financial and administrative tasks, as requested
- Provide support to the oversight process for the projects under vertical funds portfolio (including projects under development (pipeline) and under implementation)
- Work in close collaboration with the VF Program Support Oversight & Compliance Management and Programme Support Unit and the operations, programme, and projects’ staff in COs for issues related to project administration or portfolio management
- Tracking, monitoring and reporting on the use of project and other allocated resources; providing financial authorizations; creation of requisitions; receipts; and communication with UNDP-HQ and COs on financial matters as required
- Prepare, develop and institute processes to ensure proper preparation, clearance and archiving of all procurement, payments and travel documents, results and other deliverables and results for evaluation, audit and reporting purposes
- Support the preparation of the projects’ recruitment and procurement plans; coordinate the selection process of technical experts to be hired by the Project according to the rules and procedures established by UNDP
- Coordinating reporting processes with the Programme Coordination Analyst to ensure on-time and complete donor reporting as dictated by the project oversight plan
- Assist in data collection and processing for communications, knowledge sharing and outreach purposes
- Support the ECT and GEF Transparency Project Teams with travel support
Requirements:
- Advanced university degree (Master's degree or equivalent) in Social Sciences, International Relations, Political Science, Project Management, Public/Business Administration or related fields is required, or
- A first-level university degree (Bachelor's degree) in the aforementioned categories in combination with additional 2 years of qualifying professional experience will be considered in lieu of master´s degree
- Applicants with a Master's degree (or equivalent) in a relevant field of study are not required to have professional work experience
- Applicants with a Bachelor's degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in project support, preferably in a humanitarian, development, peace, and/or climate change related field
- Fluency in English is required
- Knowledge of French and/or Portuguese will be considered an asset
- Demonstrated experience in organization and tracking of regional and global events (with climate related events), preferably for international organizations, with a focus on francophone & lusophone developing countries in Africa
- Experience in partnerships and/or inter-agency cooperation
- Demonstrated experience in using UNDP ERP systems (such as UnAll, Quantum) online platforms such as Teams, Sharepoint, etc
- Experience working with international institutions, including UN agencies and partners
- Ability to operate corporate and commercial software applications such as Microsoft Office, Outlook, and Excel
