Pearce Services is a leading technology-enabled provider of asset management solutions for mission-critical electromechanical infrastructure throughout North America. The Outside Plant (OSP) Planner/Engineer is responsible for planning, engineering, and designing fiber-based access networks supporting a Fiber to the Home (FTTH) expansion, working cross-functionally to deliver scalable FTTH solutions aligned with client objectives.
Responsibilities:
- Engineer and design aerial, buried, and underground OSP facilities for copper and fiber networks, with primary emphasis on FTTH
- Prepare detailed work order packages, construction prints, and engineering documentation for BAU, FTTH, and state/municipal projects
- Develop cost estimates for installation, rearrangement, and removal of OSP facilities
- Coordinate with local field teams to conduct field visits to validate designs, resolve issues, and support construction teams
- Design centralized and distributed FTTH architectures to serve targeted households within wire centers and communities
- Support FTTH access and transport deployment, including FDP/FDC placement and feeder/distribution strategies
- Ensure designs align with the client’s approved architecture, planning, and engineering standards
- Analyze network capacity, scalability, and long-term growth requirements
- Interface with municipalities, local DOTs, joint-use utilities, power companies, and government agencies
- Work with and interpret rights-of-way (ROW), easements, and permitting requirements
- Coordinate closely with the client’s OSP Planning, Construction, Network Architecture, and Project Management teams
- Participate in meetings with developers, municipalities, and internal stakeholders to support project execution
- Utilize GIS and engineering systems for network design, inventory, and work order management
- Identify opportunities to standardize designs, improve processes, and reduce deployment costs
- Ensure data accuracy across planning, inventory, and construction systems
Requirements:
- 3–5+ years of experience in OSP engineering and design for copper and fiber networks
- Demonstrated experience designing aerial, buried, and underground OSP plant
- Hands-on experience with FTTH network planning and deployment
- Familiarity with state and local municipalities, permitting, and regulatory requirements
- Strong technical, analytical, and organizational skills
- Ability to communicate complex engineering concepts clearly in written and verbal form
- Proficiency with GIS-based engineering tools
- Familiarity with the client's engineering systems such as FROGS, Varasset, Infinium, M6, BSA, GAP, DPI, Site Tracker, or similar tools
- Knowledge of FTTH equipment and architectures, including: OLT platforms (Calix, Nokia, Motorola, Adtran), Fiber distribution systems (FDPs, FDFs), Fiber specifications, connector types, and design impacts
- Understanding of network capacity modeling, transport design, and IP/Ethernet fundamentals
- Background in OSP telecom construction or field engineering
- Bachelor's degree in Engineering or equivalent experience (5+ years in telecom/network engineering)
