Description & Requirements
The Resource Management Office (RMO) Manager – India is responsible for end-to-end workforce deployment, resource fulfillment, and operational capacity alignment for all delivery teams. This manager acts as the regional execution arm of the global RMO vision—ensuring that supply (skills, availability, capacity) meets project and operational demand in a predictable, cost-effective, and quality-focused manner.
This role requires deep collaboration with delivery leaders, service operations manager, service delivery managers and the global RMO lead. The RMO Manager ensures day-to-day resourcing decisions support strategic objectives, operational SLAs, and delivery commitments.
Key Responsibilities
- Resource Supply–Demand Management
- Maintain a real-time view of resource supply (skills, availability, billability, leave, bench) across India
- Match project and operational demand to available resources, ensuring optimal allocation based on skills, experience, and commercial requirements
- Manage short- to mid-term forecasting; surface risks and gaps to the global RMO lead
- Monitor pipeline demand and proactively prepare supply (internal mobility, cross-skilling, hiring needs)
- Coordination with Delivery and Project Leaders
- Act as primary RMO contact for Delivery Managers and P&L Managers
- Participate in project initiation, staffing calls, and delivery governance to ensure timely resourcing decisions
- Ensure assigned resources meet role requirements and project expectations
- Address resource conflicts, escalations, and workload balancing across teams
- Execution of RMO Operational Processes
- Manage regional RMO processes such as:
- Resource scheduling & redeployment
- Skills inventory management
- Timesheet and utilization tracking
- Bench management
- Maintain high data integrity in resource management tools
- Capacity & Skills Readiness
- Translate global capacity plans into actionable regional execution: hiring triggers, reskilling actions, cross-training and rotation programs
- Identify skill gaps and collaborate with L&D and delivery leaders to build training/enablement plans

- Reporting & Analytics
- Produce weekly and monthly reporting for utilization, bench, capacity against forecast, and demand fulfillment
- Provide insights on staffing bottlenecks, key risks, fulfillment trends, and recommended actions
- Support global reviews and contribute insights to long-term planning meetings led by RMO Lead
- Governance & Continuous Improvement
- Ensure adherence to RMO policies, staffing rules of engagement, and SLAs
- Identify inefficiencies in resource processes and recommend improvements
- Promote consistent application of global RMO standards
Candidate Profile
- 5–10+ years of experience in workforce management, resource management, or delivery operations in a Managed Services or Consulting environment.
- Strong understanding of delivery lifecycle, skills mapping, utilization management, and staffing models
- Proven ability to manage in a high-volume, fast-paced delivery organization.
- Excellent communication, negotiation, and stakeholder management skills
- Experience with PSA/RMO systems
