Bechtel Corporation is a leading global engineering and construction company, and they are seeking a Preconstruction Estimating Engineer to provide technical guidance and support for capital cost estimates. The role involves conducting detailed reviews, developing pricing structures, and preparing estimate documentation to ensure project profitability.
Responsibilities:
- Conducts capital cost estimates
- Reviews design scope criteria and develops quantities for undefined scope assumptions in coordination with other stakeholders/departments
- Participates in establishing pricing structures to be applied to quantities for estimates
- Conducts detail pricing for non-manual labor service using functional staffing and other direct cost (ODC) inputs
- Develops pricing/rates to apply to non-manual staffing in support of project-specific requirements
- Prepares estimate basis and assumption documentation for their area of responsibility in support of overall estimate development
- Supports complex order of magnitude (OOM) estimates
- Prepares cost studies, trend estimates, and life cycle cost estimates in specialized areas or in specialized discipline area
- Identifies risk items and assigns risk levels to portions of the project work and identifies measures to mitigate risk in area of responsibility
- Interfaces with designated management personnel on specific sections of estimate presentations
Requirements:
- Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience
- Experience in Semiconductor, Pharmaceutical, Battery or AI Data Center sectors for estimating
- Demonstrated advanced understanding of Estimating core processes and procedures
- Extensive knowledge and experience in EPC estimating practices and methods, including demonstrated ability to organize, perform, and present cost estimating products with a minimum of supervision
- Skilled in the preparation of discipline estimates
- In-depth knowledge of project schedules and ability to predict/extrapolate costs curves based on the experience of scheduled activities/cost correlation analysis
- Knowledge of manual labor performance, equipment production and derivation of composite craft professional/category labor rates
- Knowledge of current industry and technical developments
- Knowledge of global market pricing for commodities and construction practices
- Technical and practical comprehension of engineering, procurement and construction methods and techniques
- In-depth knowledge of the applicable work processes and systems
- Knowledge of administrative and supervisory procedures and practices
- Proficiency in Microsoft software applications (Word, Excel, PowerPoint)
- Proficiency in estimating applications used for discipline estimates
- Skilled in oral and written communication with demonstrated ability to present estimating information to peers and management
- Experience in parametric and order of magnitude estimating techniques
- EPC/EPCM/EVMS experience on major Semiconductor, Pharmaceutical, Battery or AI Data Center projects
