Business Analyst – Data Governance (Healthcare)

Mastech Digital is seeking a senior Business Analyst to lead data governance and management initiatives for US Healthcare Payer clients. The role involves bridging business strategy and cloud data platforms to drive governance frameworks and modernization programs.

Responsibilities:

• Facilitate workshops, JAD sessions & client presentations
• Elicit & document requirements from healthcare payer stakeholders
• Support the execution of the enterprise Data Governance Framework, including policy adoption, standards rollout, and roles (Owner, Steward, Custodian) alignment
• Define and document critical data elements (CDEs) and expected quality dimensions (accuracy, completeness, timeliness, uniqueness, validity)
• Conduct workshops with business to understand and document business definitions for critical data elements – to design a business glossary for the organization
• Curate metadata within the enterprise catalog (e.g., Microsoft Purview, OneLake Catalog), ensuring datasets include business context, owners, classifications, certifications, and lineage
• Partner with technical teams to translate business rules into data quality checks and monitoring logic
• Support data access governance by enabling entitlement workflows (e.g., OneLake request center → Purview policies → Fabric RLS/CLS)
• Ensure classified/sensitive data (PII, PHI, PCI, financial) follows regulatory controls and internal policy requirements (HIPAA, SOX, GDPR, privacy standards)
• Lead data migration analysis, mapping & validation activities
• Support Azure & Fabric data platform adoption and enablement

Requirements:

• 8–14 years in Business Analysis with data governance and/or data management focus
• Understanding of data governance tools, such as, Microsoft Purview (Azure Purview)
• Deep Healthcare Payer domain knowledge
• Working knowledge of Microsoft Fabric
• Familiarity with HIPAA, HL7, FHIR & EDI standards
