They are seeking a mission-driven Software Developer / Software Engineer to collaborate with internal teams and stakeholders to design, build, and maintain fisheries management applications while adhering to best practices and federal IT security requirements.
Responsibilities:
- Collaborate with internal development teams, help desk, and external stakeholder groups to support fisheries management systems through the full SDLC
- Design, develop, test, deploy, maintain, document, and improve a broad library of fisheries management tools using agile delivery methods
- Troubleshoot and resolve software and database issues efficiently, including problems reported by end-users in operational/field contexts
- Coordinate and execute testing with end-users and project team members; provide direct support during deployments and post go-live stabilization
- Participate in project and customer meetings as needed; communicate technical status, risks, and resolution paths clearly
- Produce and maintain system documentation sufficient for other developers to troubleshoot and maintain software, leveraging JIRA, Confluence, and Git artifacts
- Contribute to modernization and continuous improvement efforts using innovative technologies and cloud approaches as appropriate
- Follow established standards for secure development practices and comply with applicable federal IT security requirements
Requirements:
- Demonstrated experience delivering software in agile teams (planning, iterative development, testing, release support)
- Strong hands-on development experience with Oracle back-end technologies, especially PL/SQL, and modern web application development
- Working knowledge of (or ability to quickly ramp up on) the following technical environment: Oracle Enterprise Database 19c+ (including cloud-based implementations), Oracle Cloud Control, SQL Developer and/or PL/SQL Developer, Oracle APEX, Oracle WebLogic Server 12c, PHP 8+, Toad Data Studio, Python, BASH/Shell scripting, Apache HTTP Server, JIRA (work management) and Confluence (knowledge/documentation), JavaScript, React 18+, HTML5, AJAX, jQuery, Git, Microsoft Visual Studio
- Familiarity with USWDS (U.S. Web Design System) and SOA concepts/implementations
- Proven ability to troubleshoot production issues and collaborate effectively with technical and non-technical end-users
- Strong technical writing skills for maintaining developer-facing documentation and artifacts
- Ability to operate within regulated environments (secure access controls, IT security practices, and compliance-driven delivery)
- Bachelor's degree in Computer Science, Software Engineering, Information Systems, or a closely related field, or equivalent combination of education and relevant professional experience
- Ongoing professional development/training in modern software engineering practices is a plus
