SoftDev Incorporated is seeking a Data Engineer / ETL Specialist to support the Medicare Health Outcomes Survey (MHOS) Analysis project for the Centers for Medicare & Medicaid Services (CMS). This role is responsible for designing, developing, and maintaining secure, automated data pipelines that support large-scale survey and analytic datasets used to measure quality and performance across Medicare Advantage (MA) and related programs.
Responsibilities:
- Design, develop, and maintain automated ETL pipelines to ingest, transform, validate, and load MHOS and related datasets from multiple secure sources
- Implement secure data ingestion processes in compliance with CMS, HHS, and federal security and privacy requirements (PHI/PII handling)
- Support integration of MHOS data with other CMS datasets and analytic environments to enable longitudinal and recurring analyses
- Apply version control and configuration management to ETL code, data transformations, and analytical artifacts to ensure reproducibility and auditability
- Collaborate with statisticians, research analysts, and QA staff to ensure data readiness, completeness, and consistency for analytics production cycles
- Monitor, troubleshoot, and optimize data pipelines to meet fixed CMS timelines and peak processing demands
- Support documentation of data flows, ETL logic, data dictionaries, and technical specifications for CMS review and approval
- Ensure all work is performed within CMS-authorized, FISMA-moderate environments, adhering to CMS security, privacy, and governance standards
Requirements:
- Bachelor's degree in computer science, information systems, data engineering, or a related technical field (or equivalent experience)
- Demonstrated expertise developing and maintaining ETL pipelines and automated data workflows for large, complex datasets
- Experience with secure data ingestion and system integration, preferably in a federal or regulated environment
- Proficiency with data engineering tools and technologies (e.g., SQL, Python, ETL frameworks, scripting languages)
- Experience using version control systems (e.g., Git) and following disciplined configuration
- Strong problem-solving, analytical, and documentation skills
- Experience supporting CMS, Medicare Advantage, or other federal health analytics programs
- Familiarity with survey data, longitudinal datasets, and health quality measurement programs
- Experience working in a CMS-authorized or FISMA-moderate environments, including adherence to CMS security and privacy policies
- Exposure to cloud or hybrid data environments used for federal analytics (e.g., AWS in a CMS-approved context)
