Great Hill Solutions, LLC, part of the Seneca Nation Group, is seeking an IT Project Manager to support the Information Management and Technology Directorate of a large Department of War agency in the National Capital Region. The role involves applying project management principles to manage IT projects, requiring excellent communication skills and experience in modernizing legacy IT systems.
Responsibilities:
- Develop and maintain key project initiation, planning and execution deliverables for stakeholder, scope, schedule, cost, resource, risk/issue/decision, and communication management
- Facilitate requirements gathering and documentation between technical teams, business owners, and stakeholders while managing scope and customer expectations
- Build and maintain an integrated master schedule inclusive of project phases, tasks, milestones, dependencies, and estimates of completion
- Develop and maintain a project budget and track budget execution
- Identify, track, and report on all items that require governance oversight, including key decisions, actions, and risks/issues
- Develop analysis and present recommendations informed by technical status, schedule, project constraints, project performance, and client requirements
- Coordinate activities between various entities within the agency’s IT organization and business owners while managing stakeholders impacted by the project, both internal and external to the agency
- Develop and present executive level briefings and status reports
- Develop meeting documentation, establish and maintain a project document library, and support other project or program activities as needed
Requirements:
- Must have a bachelor's degree from an accredited university or college
- 10+ years of professional experience, including IT project management in a DoW environment, with system engineering and cost/schedule/performance responsibility
- Must have PMP and/or agile certification
- Must have a strong background in software development lifecycles, including traditional and agile methodologies
- Must have experience with the DoW Adaptive Acquisition Framework, including Business Capability Acquisition Cycle (BCAC) and/or Software Acquisition Pathway
- Must have active SECRET clearance (an Interim Secret is acceptable)
- Must have strong written and verbal communication skills, with the ability to brief executives and engage stakeholders ranging from business owners to technical teams
- Must have the ability to work independently in Microsoft Office, specifically PowerPoint, Word, and Excel
- Experience with Microsoft Project and Earned Value Metrics
- Experience with project management tracking in Service Now
- Master's degree a plus
- Some knowledge of or background in foreign military sales is helpful
- Experience in acquisitions and finance associated with large DoW programs, including methods for developing IGCEs (Independent Government Cost Estimate)
