Job Description:
We are seeking a Senior Project Manager to lead multiple large-scale, mission-critical IT initiatives for the Department of Drug and Alcohol Programs (DDAP). This role will serve as the Lead PM for key projects including the iSMART (Training Management System replacement) and ongoing support of the WITS platform.
The ideal candidate will have extensive experience managing complex IT projects end-to-end, ensuring delivery within scope, schedule, budget, and quality standards.
Key Responsibilities:
Lead full lifecycle project management (planning, design, development, testing, implementation)
Manage large, high-visibility IT initiatives with 8 12 month delivery cycles
Develop and maintain Project Management Plans, schedules, and estimates
Track progress, budgets, risks, and issues (RAID logs)
Ensure adherence to PMI methodologies and HHS DC IT PMO standards
Coordinate cross-functional teams including Application, Data, Security, Networking, and vendors
Facilitate stakeholder communication, status reporting, and executive updates
Manage scope changes through formal change management processes
Conduct project reviews, QA processes, and ensure compliance standards
Mentor junior PMs and contribute to PMO process improvements
Lead risk mitigation strategies and proactively resolve project issues
Required Qualifications:
7+ years of IT Project Management experience leading large, complex technical projects
PMP Certification (active for 5+ years)
Strong knowledge of PMI project management methodologies
Experience managing cross-functional technical teams
Excellent communication, stakeholder management, and leadership skills
Proven experience delivering projects on time and within budget
Preferred Qualifications:
Experience implementing SaaS solutions
Bachelor s degree (or equivalent experience in a technical field)
Experience working with Pennsylvania state agencies (DHS, DOH, DDAP, OA)
