The Engineer I – Federal OSP role involves supporting the design, planning, and installation of telecommunications infrastructure for Federal clients, including extensive fieldwork and collaboration with subcontractors.
Responsibilities:
- Produce OSP Implementation Packages under supervision, including drawings, material lists, routing plans, and engineering details
- Design cable routes, pathways, and conveyance systems in accordance with project requirements and industry standards
- Interpret Statements of Work (SOWs), Methods of Procedure (MOPs), test plans, acceptance criteria, and customer specific standards
- Review, redline, and update engineering drawings and as built documentation using software tools (AutoCAD, GIS platforms, Visio, etc.)
- Assist with fabrication, modification, and evaluation of OSP related equipment and components
- Assist OSP and ISP installation teams during construction and installation activities
- Communicate verbally with construction subcontractors to ensure proper procedures for placement of outside cable plant
- Interpret engineering plans, detail sheets, construction prints, and specifications for subcontractors, inspectors, and permitting authorities
- Make running line adjustments in accordance with applicable city, county, state, and railroad regulations
- Support optical fiber splicing activities, including ribbon fiber
- Perform or assist with fiber testing using OTDRs, optical power meters, light sources, and related test equipment
- Analyze OTDR traces, evaluate fiber characteristics, and document test results
- May oversee subcontractors, materials, equipment, and workflow to keep projects on schedule and within budget
- Coordinate with OSP installers, locators, inspectors, project managers, and permitting agencies to prepare complete engineering packages
- Ensure compliance with Federal requirements, customer site policies, safety standards, and company procedures
- Present project status to customers through briefings, PowerPoint updates, and schedule reviews (e.g., MS Project)
- Update network documentation, route maps, and records in designated systems
- Support field engineers and installation technicians throughout project lifecycle
Requirements:
- Ability to obtain and maintain a Top Secret/SCI clearance
- Four (4) years of telecommunications O&M, installation, or engineering experience
- Ability to interpret and analyze fiber‑optic characterization data
- Knowledge of optical dispersion principles and experience performing dispersion testing
- Ability to redline and update as‑built drawings
- Proficiency with telecommunications installation standards and construction practices
- Knowledge of telecommunications test equipment, procedures, and field methodologies
- Strong communication skills, with ability to brief customers using MS PowerPoint and update schedules in MS Project
- Clean driving record
- Must be a U.S. citizen and able to pass a government security investigation
- Experience working with permitting authorities and right‑of‑way regulations
- Familiarity with GIS or mapping software for OSP route development
- Knowledge of OSP safety standards (e.g., OSHA, NESC, traffic control)
- Experience coordinating field crews or subcontractors
